Southwest Will Speed Up Inspections of 38 Used 737 Airplanes

WASHINGTON (Reuters) – Southwest Airlines Co <LUV> said Monday it will complete inspections on 38 737 airplanes it acquired from foreign air carriers by Jan. 31 that may not meet all U.S. aviation safety requirements.

The planes are part of 88 pre-owned Boeing <BA> 737 aircraft Southwest bought between 2013 and 2017 from 16 foreign carriers. The speedier checks come after inspections of 39 used planes turned up previously undisclosed repairs and incorrectly completed fixes. Southwest used multiple contractors to conduct the reviews of the planes’ maintenance records when they bought the planes.

“We have a plan in place to inspect the 47 remaining aircraft, nine of which are currently in heavy checks, no later than January 31, 2020 – five months earlier than the original FAA accepted completion date of July 1,” Southwest said in a statement on Monday.

Southwest said its inspections to date “did not stem from any suspected safety concerns with the aircraft.” It added its “continuous assessment of the ongoing inspections has revealed nothing to warrant the expedited timeline” but will meet it nevertheless.

In 2018, Southwest agreed to conduct a complete physical inspection on each of these pre-owned aircraft over a two-year period after a Federal Aviation Administration (FAA) safety inspector in May 2018 discovered discrepancies in records for some of 88 aircraft.

Since then, Southwest said it has completed the nose-to-tail inspection of 41 aircraft without any findings that suggested an “adverse impact on continued safe operation.”

An Oct. 24 memo from H. Clayton Foushee, director of the FAA Audit and Evaluation Office, made public on Monday said the Southwest inspections turned up at least 30 previously unknown repairs and 42 major repairs that were found “not to meet FAA airworthiness requirements.” Some required “immediate corrective action to bring the aircraft back into compliance.”

The memo added “the data collected to date would indicate that a majority of” the planes to be inspected do not meet FAA airworthiness requirements.

The U.S. Senate Commerce Committee noted on Monday that the 2018 discovery prompted a full records review by Southwest Airlines of all 88 aircraft that found 360 major repairs previously unknown to the airline because they were not disclosed in the contractors’ initial review.

Foushee’s memo said Southwest grounded 34 planes in November 2018 for inspections. The committee said as a result some planes were grounded “for immediate maintenance to bring them into regulatory compliance as a result of these newly discovered prior major repairs.”

The FAA then sent an Oct. 29 letter to Southwest seeking additional information about the uninspected planes and questioned whether they suffered specific damage items. It also raised concerns about Southwest’s “slow pace in completing the evaluation of aircraft.”

Senate Commerce Committee Chairman Roger Wicker said in an Oct. 30 letter to the FAA that its concerns about Southwest’s used planes correspond “to concerns that have been brought to my attention by whistleblowers as part of my investigation into aviation safety.”

The committee said the FAA allowed Southwest to continue to operate these aircraft and as a result “Southwest Airlines appears to have operated aircraft in unknown airworthiness conditions for thousands of flights.”

The FAA said Monday that after receiving Southwest’s response it determined the airline has “met the requirements for immediate inspection and risk assessments on these aircraft.”

The FAA added it “is requiring more frequent updates on the progress of completing all the requirements.”

Boeing Delivers First P-8A Poseidon to United Kingdom’s Royal Air Force

SEATTLE, Nov. 8, 2019 – Boeing [NYSE: BA] last week delivered the first of nine P-8A Poseidon maritime patrol aircraft (MPA) to the United Kingdom Royal Air Force (RAF). The United Kingdom is acquiring the multi-mission aircraft through the Foreign Military Sales process with the U.S. Navy. The P-8A Poseidon replaces the U.K.’s retired Nimrod aircraft.

Speaking to attendees at the delivery ceremony, Air Marshal Andrew Turner, deputy commander for Capability for the Royal Air Force, spoke of the “profound challenge” of enemy submarines threatening the U.K. and other nations. “P-8 is the key to solving this challenge on the surface, the sub-surface and in the waters of the North Atlantic. There is no place [for our enemies] to hide. We will make the oceans transparent and we will prevail.”

Boeing formally delivered the aircraft on Oct. 29 to the U.S. Navy during a ceremony at the Boeing Military Delivery Center in Tukwila, Wash. From Tukwila, the aircraft flew to the U.S. Navy’s Naval Air Station Jacksonville, Florida, where U.S. Navy leaders officially turn the aircraft over to the United Kingdom. At JAX, Royal Air Force crew will work with the aircraft before flying it to the United Kingdom in January 2020. All nine P-8A aircraft will be based at Lossiemouth, Scotland.

As part of a collaborative program with the U.S. Navy, pilots and maintainers from the United Kingdom’s RAF have been stationed at Naval Air Station JAX since 2012. Called “Project Seedcorn,” the arrangement has allowed RAF members to fly the P-8A with Patrol Squadron Thirty (VP-30), the Navy’s Maritime Patrol and Reconnaissance Fleet Replacement Squadron, to maintain their maritime patrol skills in advance of receiving the P-8A.

The P-8 is a long-range anti-submarine warfare, anti-surface warfare, intelligence, surveillance and reconnaissance aircraft capable of broad-area, maritime and littoral operations. In addition, the P-8 performs humanitarian and search and rescue missions around the globe.

Union Pacific Reports Positive Train Control Progress

Union Pacific implemented Positive Train Control (PTC) on 1,113 route miles in the third quarter of 2019, bringing required PTC-operated route miles to 15,791 or 93 percent, including all required passenger train routes. Nearly all Union Pacific trains operating on PTC-mandated rail lines are operating with PTC locomotives. The company expects to have implemented PTC on all required lines by end of 2019, a year before the Congressional deadline. Its interoperability efforts with other railroads will continue through 2020.

Union Pacific currently hosts 31 freight and passenger railroads, which must achieve PTC interoperability by December 2020. Eleven of these railroads are already compliant, encompassing 85% of Union Pacific’s interoperable PTC train miles. While Union Pacific’s infrastructure is PTC-ready, it is working to be PTC-interoperable with the remaining partner railroads. The company’s expectation is that they will take necessary steps to reach interoperability on our network by mid-2020.

One of the most challenging parts of PTC implementation is ensuring system interoperability among all U.S. rail lines and locomotives. Given the various readiness levels of North American freight and passenger railroads, including publicly funded commuter lines and short lines, it is important that all railroads continue working together to maintain the health, safety, resiliency, and fluidity of the rail network during PTC implementation.

Union Pacific completed PTC installation on required route miles and employee training. PTC education is ongoing as Union Pacific retrains employees and introduces the system to new employees. Training materials are tailored to a variety of employee roles, including engineer, conductor, dispatcher, maintenance of way/engineering, mechanical, signal, telecom and information technologies.

With the FRA’s conditional approval of Union Pacific’s PTC safety plan on April 26, 2017, Union Pacific is running PTC operations on more than 15,000 miles in Arizona, Arkansas, California, Colorado, Idaho, Illinois, Iowa, Kansas, Louisiana, Minnesota, Missouri, Nebraska, Nevada, New Mexico, Oklahoma, Oregon, Tennessee, Texas, Utah, Washington, Wisconsin and Wyoming. Union Pacific and freight and passenger railroads continue working together to safely implement PTC on the remaining 1,271 required route miles.

Microsoft Beats Amazon for Pentagon $10 Billion Cloud Computing Contract

WASHINGTON, Oct 25 (Reuters) – Microsoft Corp. has won the Pentagon’s $10 billion cloud computing contract, the Defense Department said on Friday, beating out favorite Amazon.com Inc.

The contracting process had long been mired in conflict of interest allegations, even drawing the attention of President Donald Trump, who has publicly taken swipes at Amazon and its founder Jeff Bezos. Trump in August said his administration was reviewing Amazon’s bid after complaints from other companies.

The Joint Enterprise Defense Infrastructure Cloud (JEDI) contract is part of a broader digital modernization of the Pentagon meant to make it more technologically agile. Specifically, a goal of JEDI is to give the military better access to data and the cloud from battlefields and other remote locations.

Oracle Corp had expressed concerns about the award process for the contract, including the role of a former Amazon employee who worked on the project at the Defense Department but recused himself, then later left the Defense Department and returned to Amazon Web Services.

In a statement, an Amazon Web Services (AWS) spokesman said the company was “surprised about this conclusion.”

The company said that a “detailed assessment purely on the comparative offerings” would “clearly lead to a different conclusion,” according to the statement.

AWS is considering options for protesting the award, a person familiar with the matter told Reuters.

Although the Pentagon boasts the world’s most potent fighting force, its information technology remains woefully inadequate, according to many officials.

Officials have complained of having outdated computer systems and being unable to access files or share information as quickly as they might be able to in the private sector.

“If I am a warfighter, I want as much data as you could possibly give me,” Lieutenant General Jack Shanahan, the director of the Joint Artificial Intelligence Center, told reporters in August describing the importance of the contract.

Some companies were concerned that a single award would give the winner an unfair advantage in follow-on work. The Pentagon has said it planned to award future cloud deals to multiple contractors.

This week, U.S. Defense Secretary Mark Esper removed himself from reviewing the deal due to his adult son’s employment with one of the original contract applicants, IBM Corp. IBM had previously bid for the contract but had already been eliminated from the competition.

Microsoft said it was working on a comment. IBM and Oracle did not immediately return requests for comment.

In a book slated for publication Oct. 29, retired Navy commander Guy Snodgrass, who served as a speech writer to former Defense Secretary Jim Mattis, said Trump called Mattis and directed him to “screw Amazon” by preventing it from bidding on the JEDI contract, according to an excerpt of the book seen by Reuters ahead of its release.

“We’re not going to do that,” Mattis later told other Pentagon officials, according to the excerpt. “This will be done by the book, both legally and ethically.”

Snodgrass declined to comment pending the release of his book.

In a statement announcing Microsoft as the winner, the Pentagon underscored its view that the competition was conducted fairly and legally.

“All (offers) were treated fairly and evaluated consistently with the solicitation’s stated evaluation criteria. Prior to the award, the department conferred with the DOD Inspector General, which informed the decision to proceed,” it said.

Microsoft shares were up 3% to $144.98 in after-hours trading after the news. Amazon shares were down 0.92% to $1,745.12.

The Pentagon said it had awarded more than $11 billion across 10 separate cloud contracts over the past two years.

“As we continue to execute the DOD Cloud Strategy, additional contracts are planned for both cloud services and complementary migration and integration solutions necessary to achieve effective cloud adoption,” the Pentagon said.

President Trump Bans Cuban Flights, Except for Havana

WASHINGTON/HAVANA, Oct 25 (Reuters) – The U.S. government said on Friday it would bar U.S. airlines from flying to all destinations in Cuba besides Havana starting on Dec. 10 as the Trump administration boosts pressure on the Cuban government.

The U.S. Transportation Department said in a notice it was taking the action at the request of Secretary of State Mike Pompeo to “further the administration’s policy of strengthening the economic consequences to the Cuban regime for its ongoing repression of the Cuban people and its support for Nicolas Maduro in Venezuela.”

The move will bar U.S. air carrier flights to any of the nine international airports in Cuba other than Havana and impact about 8 flights a day.

The prohibition does not impact charter flights. There are no foreign air carriers providing direct scheduled flights between the United States and Cuba.

Cuban Foreign Minister Bruno Rodriguez said in a tweet that his country strongly condemned the move and that it “strengthened restrictions on U.S. travel to Cuba and its citizens’ freedoms.”

Rodriguez said sanctions would not force Cuba to make concessions to U.S. demands.

These flights carry almost exclusively Cuban Americans visiting home at a time when the Trump administration has drastically reduced visas for Cubans visiting the United States. Some 500,000 Cuban Americans traveled to Cuba last year.

The new measure takes effect soon before Christmas and New Year’s when Cuban Americans flock to the island for family reunions.

Further restrictions on Americans traveling to Cuba would be aimed at squeezing the island economically and expanding Trump’s steady rollback of the historic opening to Cuba by Trump’s predecessor, Barack Obama. The reversal, along with his pressure on Venezuela, has gone over well among Cuban Americans in South Florida, a key voting bloc in Trump’s 2020 re-election campaign.

Under Obama, the United States reintroduced U.S. airline service to Cuba in 2016. Pompeo said on Twitter on Friday that “this action will prevent the Castro regime from profiting from U.S. air travel and using the revenues to repress the Cuban people.”

According to U.S. officials, JetBlue Airways Corp flies to three destinations in Cuba in addition to Havana from Fort Lauderdale — Camaguey, Holguin and Santa Clara — and American Airlines flies to five Cuban cities beyond Havana from Miami — Camaguey, Holguin, Santa Clara, Santiago de Cuba and Matanzas/Varadero.

American Airlines said it is “reviewing the announcement and “will continue to comply with federal law, work with the administration, and update our policies and procedures regarding travel to Cuba as necessary.”

Jet Blue said it will “operate in full compliance with the new policy concerning scheduled air service between the United States and Cuba. We are beginning to work with our various government and commercial partners to understand the full impact of this change on our customers and operations.”

CONCEPT & DESIGN

The bold, vibrant design and architecture of Grand Hyatt at SFO is the vision of San Francisco-based architect Hornberger + Worstell and associate ED21, along with two internationally acclaimed interior design firms, BraytonHughes Design Studios and RoseBernard Studio. Guests step out of the hotel’s new AirTrain station, which features a dramatic kaleidoscopic stained-glass art installation, and after crossing an enclosed bridge, they enter the hotel’s stunning, light-filled lobby where they are greeted by expansive windows and views of SFO and hills beyond.

Alaska Airlines Showcases New Pixar Pier Aircraft Livery

In collaboration with the Disneyland Resort, Alaska Airlines reveals its latest special-edition aircraft livery, that offers a whimsical tribute to Pixar Pier, a reimagined land at Disney California Adventure Park.

SEATTLE, Oct. 7, 2019 /PRNewswire/ — In collaboration with the Disneyland Resort, Alaska Airlines showcased its latest special-edition aircraft livery today that offers a whimsical tribute to Pixar Pier, a reimagined land at Disney California Adventure Park.

A trio of familiar Pixar characters span both sides of the aircraft: Woody, Buzz Lightyear and Jessie of Toy Story fame. For more added fun, one of the Aliens from the popular animated movie series can be spotted on both winglets, and even Rex the Tyrannosaurus makes a special appearance at the boarding door. The plane is named “Friendship and Beyond at Disneyland Resort.”

“There’s nothing better than landing happy on the way to The Happiest Place on Earth,” said Natalie Bowman, Alaska Airlines’ managing director of brand marketing and advertising. “The Disneyland Resort is one of our signature West Coast friendships, and we love that we can celebrate Pixar Pier by taking these iconic characters on a brand-new adventure.”

The unique design is a collaboration between the teams at Alaska, Disney and Pixar. The Pixar Pier-themed 737-800, tail number N537AS, begins flying throughout Alaska’s route network today, welcoming guests with its artistic flair for many years to come. To get the job done, the exterior of the plane required more than 2,800 work hours over 24 days using more than 50 gallons of paint — in 44 primary colors and custom shades — to completely repaint the aircraft with the vibrant new livery.
