French Judges Drop Charges Against Air France Over 2009 Crash, Blames Pilots

PARIS, Sept 5 (Reuters) – French judges have dropped charges against Air France and Airbus over a mid-Atlantic plane crash in 2009 that killed all 228 people on board, blaming the pilots for losing control of the plane.

In their conclusions, seen by Reuters, the judges said the pilots of the Airbus A330 had failed to process all the warnings and instrument readings provided by the aircraft.

The plane plunged into the ocean en route from Rio de Janeiro to Paris after entering an aerodynamic stall and falling from an altitude of 38,000 feet during a storm, its engines running but its wings losing lift.

“The direct cause of the accident is the crew’s loss of control of the aircraft’s trajectory,” the judges determined.

Other crews, faced with similar situations, had successfully maintained control of their aircraft, their ruling said.

The judges overruled the prosecutors investigating the case, who had recommended that Air France stand trial over the crash in July.

In their 2012 report, French civil accident investigators found the startled crew of AF447 mishandled the loss of airspeed readings from pitot sensors blocked with ice and pushed the jet into a stall by holding the nose too high. The report also cited poor training and the lack of a clear cockpit display for speed problems.

The three-year civil investigation was not designed to cast blame, which was the purpose of the separate judicial probe culminating in the decision on Thursday.

A lawyer representing the families of victims said an appeal against the judges’ decision would be lodged immediately.

“The judges have just written in black and white that the icing of the pitot sensors had nothing to do with the accident. It’s nonsense,” Sebastien Busy told Reuters. “If the pitot sensors hadn’t iced up, there wouldn’t have been an accident.”

The accident was the deadliest in the history of Air France and in the history of the A330.

A decade later, the aviation industry is still implementing lessons learned from the crash. Changes have focused on training, cockpit procedures and the tracking of aircraft in remote zones.

It took salvage teams nearly two years to locate the A330’s flight recorders on the ocean floor.

Alstom Delivers First Coradia Polyvalent Regional Train

27 August 2019 – Alstom has delivered the first five Coradia Polyvalent Léman Express trains for the cross-border CEVA[1] line to the SNCF Technicentre in Annemasse. Five trains will now be delivered each month until the end of November, with entry into commercial service scheduled for 15 December 2019. Since mid-August, Alstom’s teams have been supporting SNCF in training drivers for these new trains.

A total of 17 trains from Alstom’s Coradia Polyvalent range have been ordered[2] by SNCF, financed entirely by the region of Auvergne-Rhône-Alpes, to run on the Léman Express, Europe’s largest cross-border rail network (45 stations, 230 km). The Coradia Polyvalent Léman Express trains contribute to providing a sustainable alternative to the car for the daily commutes of Greater Geneva’s residents, as well as a better service to the economic and tourist hubs of the entire region. Today, just 16% of the 550,000 daily cross-border trips are made on public transport.

The Coradia Polyvalent Léman Express trains belong to Alstom’s Coradia range, of which 348 trains have been sold to 9 French regions[3] as part of the contract awarded to Alstom by SNCF in October 2009. The fleet has already covered more than 50 million kilometres in commercial service. 

The trains have been adapted to the specific characteristics of the Franco-Swiss cross-border CEVA line: configured in their suburban version, each 72-metre train can carry up to 204 seated passengers at speeds of up to 140 km/h, in accordance with Swiss certification. Designed to ensure cross-border connections with ERTMS technology[4], Coradia Polyvalent Léman Express trains can run on several types of network voltages[5].

To optimise the fluidity of passenger exchanges and reduce stopping time in stations, the Coradia Polyvalent Léman Express trains are equipped with a full low floor, seven doors on each side, all with bridge plates, and a large reception area on the platforms. Coradia Polyvalent is the first train to comply with the PRM-TSI standard[6]. The interior offers increased comfort thanks to the seats equipped with individual reading lights and electrical sockets and the spaces dedicated to bicycles and luggage. Large windows and reduced noise levels also improve the quality of the journey.

The manufacturing of Coradia Polyvalent involves more than 4,000 jobs in France at Alstom and its suppliers. Six of Alstom’s 13 sites in France are involved in the project: Reichshoffen for the design and assembly, Ornans for the engines, Le Creusot for the bogies, Tarbes for the traction chains, Villeurbanne for the on-board computerised systems and signalling products, and Saint-Ouen for the design.

First Egypt Air A220-300 Makes Maiden Flight

The first A220-300 for EgyptAir has successfully completed its inaugural test flight from the Mirabel assembly line. The first of 12 aircraft EgyptAir has on order is due to be delivered to the Cairo-based airline in the coming weeks.

The A220 for EgyptAir will provide passengers with superior comfort, its innovative cabin design featuring the widest economy seats of any single-aisle aircraft, and panoramic windows for more natural light. The aircraft, which is outfitted with a brand new cabin layout of 134 seats, will now enter its final phase of completion before delivery.

The A220 delivers unbeatable fuel efficiency and true wide-body comfort in a single-aisle aircraft. The A220 brings together state-of-the-art aerodynamics, advanced materials and Pratt & Whitney’s latest-generation PW1500G geared turbofan engines to offer at least 20% lower fuel burn per seat compared to previous generation aircraft. With a range of up to 3,400 nm (6,300 km), the A220 offers the performance of larger single-aisle aircraft.

More than 80 A220 aircraft are flying with five operators on regional and transcontinental routes in Asia, America, Europe and Africa, proving the great versatility of Airbus’ latest addition.

British Airways Pilots to Strike for 3 Days in September

LONDON, Aug 23 (Reuters) – British Airways pilots are to go on strike for three days in September, their union said on Friday, in a dispute over pay that could disrupt the peak summer holiday season.

Last month, the pilots overwhelmingly voted for industrial action and the airline, which is part of IAG, failed in a court bid to stop them.

“The British Airline Pilots Association (BALPA) has today given notice to British Airways that it will call on its members to strike on 9th, 10th and 27th September 2019,” the union said in a statement.

“It is clear, following discussions with members over the last few days, that BA’s most recent offer will not gain the support of anywhere near a majority of its pilots.”

British Airways said the strike action was unjustifiable as their pay offer was fair and that the strikes would destroy the travel plans of tens of thousands of customers.

“We are now making changes to our schedule. We will do everything we can to get as many people away on their journeys as possible,” the airline said in a statement.

“However, it is likely that many of our customers will not be able to travel and we will be offering refunds and re-bookings for passengers booked on cancelled flights.”

The airline said it was exploring options to supplement its fleet with aircraft and crew from other airlines, known as wet-leasing, and working with partner airlines to schedule larger aircraft to take more customers.

Mexico Fines Cancun Airport $3.7 Million over Taxi Monopoly

MEXICO CITY, Aug 22 (Reuters) – Mexico’s competition regulator said on Thursday it fined the airport at tourist hot spot Cancun $3.7 million for blocking new taxi operators, which it said reduced competition and effectively overcharged millions of passengers.

Grupo Aeroportuario del Sureste (ASUR) , the Mexican company that runs the Cancun airport along with 15 others across Latin America, said it will challenge the ruling and the 72.5 million pesos fine.

The Federal Economic Competition Commission (Cofece) said that from 2010 to at least 2018, the airport gave mostly negative assessments to taxis wishing to operate at the Cancun airport, preventing them from receiving federal permits.

“By being the only entity that can lease and grant spaces for taxi access… (the airport) took various actions to prevent new participants from offering said service,” Cofece said in a statement.

As a result of the airport’s moves to limit the market, fares were marked up about 8% on average for several million trips.

The regulator did not name any of the taxi operators that were blocked from the Cancun airport.

Skydiving Plane Crash Leaves 11 Dead in Hawaii

(Reuters) – Eleven passengers and crew were killed on Friday evening when their plane crashed near an airfield in Hawaii, authorities said, during what broadcasters said was a skydiving trip.

The twin-engine King Air plane, with eleven people onboard, went down soon after takeoff from Dillingham Airfield and there were no survivors, the Hawaii Department of Transportation (HDOT) said.

The fire service said the aircraft was engulfed in flames when fire crews arrived. “We are still gathering information as to the intent of the flight and what they were doing,” Honolulu Fire Department Chief Manuel Neves told a news conference.

The news report said the plane was on a skydiving excursion and the Federal Aviation Administration would investigate the crash.

The HDOT said Federal inspectors are continuing to investigate the cause of the crash.

Dillingham is a joint-use airfield operated by the HDOT under a 25-year lease from the U.S. army, according to its website.

United CEO Promises To Rebook 737 MAX Passengers

CHICAGO (Reuters) – United Airlines Chief Executive Oscar Munoz promised on Wednesday to accommodate any passengers concerned about flying Boeing Co’s 737 MAX jets once regulators deem the aircraft safe to fly again.

United is the only one of the three U.S. MAX operators to make such an announcement so far. Southwest Airlines Co, the world’s largest MAX operator, said on Wednesday discussions were still ongoing.

American Airlines Group Inc said on Wednesday “customers can be assured that our pilots would never operate an unsafe aircraft,” echoing other carriers’ insistence that safety is paramount to putting the globally grounded jets back in the air.

Still, following two fatal crashes of the MAX model within months, an Ethiopian Airlines jet in March after a Lion Air jet in October, Munoz said he wants customers to feel as comfortable as possible.

“If people need any kind of adjustments we will absolutely rebook them,” Munoz told reporters after the airline’s annual shareholders’ meeting.

Munoz said it was too soon to discuss whether Boeing would pick up the tab. None of the shareholders at the meeting questioned the company’s MAX plans. United is in the midst of a growth plan that has fuelled a 17% share rise over the past year.

Global regulators are meeting with the U.S. Federal Aviation Administration on Thursday to discuss Boeing’s proposed software fix and training updates for the MAX, which has been grounded since mid-March.

The timing of regulatory approval is still unclear, and Munoz said that is only the first step, with independent analysis and public and employee confidence critical in the Chicago-based airline’s strategy for eventually flying the jets again.

A Reuters/Ipsos poll released last week showed U.S. fliers still value ticket prices over aircraft models when choosing flights, suggesting the crashes have had little impact on consumer sentiment.

The No. 3 U.S. airline by passenger traffic, which trades under parent company United Continental Holdings Inc, operates 14 MAX jets and has dozens more on order.

United, American and Southwest together have cancelled thousands of flights during the busy U.S. summer travel season and warned of hits to profits from the grounded MAX, which many airlines had rushed to buy thanks to the narrowbody’s higher fuel-efficiency and longer range.

Still, Munoz said he was not concerned about the timetable for a return to service.

“We have to fly this aircraft for a long period of time, so a week, a month, whatever is not that important,” Munoz said.

Alaska Mid-Air Seaplane Crash Leaves 6 Dead

ANCHORAGE, Alaska (Reuters) – Searchers found the bodies of the last two Alaska seaplane crash victims on Tuesday evening, after a hunt through the debris and frigid waters following a mid-air collision that left a total of six people dead and 10 injured, officials said.

“The last two people were found. They were found deceased,” said U.S. Coast Guard Chief Petty Officer Matthew Schofield.

The discovery of the bodies closes the search at the scene where the two seaplanes crashed after colliding over the inlet waters near Ketchikan, in southeastern Alaska, Schofield said.

Work at the crash site will now shift to an investigation into what led the two planes, which were ferrying Princess Cruises passengers on sightseeing expeditions, to strike each other and fall into the waters of George Inlet.

A team of 14 National Transportation Safety Board investigators has been sent to the site and divers will start working on Wednesday to pull up the wreckage of the two planes.

The two missing people, an Australian and a Canadian, were among 14 passengers from a Princess Cruises ship who boarded two seaplanes operated by separate tour companies in the town of Ketchikan on Monday, the cruise line said.

A 14-member team from the NTSB began investigating the crash on Tuesday and is unlikely to determine the cause during the week the team will be at the scene, NTSB board member Jennifer Homendy told a news conference.

Ten people survived but were injured in the collision, which took place over open water during daylight, the Coast Guard said. The dead include one of the pilots. The victims were not immediately identified.

Three of the injured were in serious condition and seven in fair condition, Dr Peter Rice, medical director of the PeaceHealth Ketchikan Medical Center, told a separate news conference.

The water temperature off Ketchikan on Tuesday was 48 Fahrenheit, according to the National Weather Service. Expected survival time in 40-50F (4-10C) is one to three hours, according to the United States Search & Rescue Task Force website.

The investigators will be collecting information from the survivors, the Federal Aviation Administration, any other witnesses who might have been in the area, flight logs, training records and other sources, including the wrecked planes, Homendy said.

“We still have to recover the planes and then we have to look at those. It takes some significant work to really understand how the two came together,” she said.

All of the planes’ passengers arrived in Ketchikan on the cruise ship Royal Princess during a seven-day trip between Vancouver, British Columbia, and Anchorage, Alaska, Princess Cruises said.

Ten passengers and a pilot were aboard one float plane, a de Havilland Otter DHC-3, operated by Taquan Air. Four passengers and a pilot were aboard the second float plane, a de Havilland DHC-2 Beaver, run by Mountain Air Service of Ketchikan.

The crash site, at Coon Cove about 300 miles (480 km) south of Juneau, Alaska’s capital, lies near a tourist lodge that runs excursions to the nearby Misty Fjords National Monument.

Ketchikan-based Taquan Air said the plane was returning from a sightseeing tour of Misty Fjords when the crash occurred.
