Boeing Out of Minuteman Missile Replacement Competition

WASHINGTON (Reuters) – Boeing Co <BA> has decided not to compete as a prime contractor to replace the Pentagon’s aging U.S.-based Minuteman III missile system, paving the way for Northrop Grumman Corp <NOC> to win a contract worth tens of billions of dollars.

Friday marked the deadline to submit proposals to continue work on the replacement of the nearly half-century-old intercontinental ballistic missile (ICBM) system as the military embarks on a costly modernization of its aging atomic weapons.

Boeing said in a statement that it was disappointed it was unable to submit a bid. Northrop said it had submitted its proposal. No other bidders were expected.

Boeing’s decision not to enter a bid as a prime contractor had been foreshadowed this summer in a letter from the chief executive of Boeing Defense Space and Security, Leanne Caret, to Air Force leadership, saying Northrop’s 2018 purchase of solid rocket motor maker Orbital ATK might make it difficult for Boeing to compete on cost.

Orbital is the top producer of the solid fuel rocket motors generally used in Minuteman III and similar missiles.

Upgrading the U.S. nuclear force was expected to cost more than $350 billion over the next decade as the United States works to replace its bombs, nuclear bombers, missiles and submarines. Some analysts estimated the cost of modernization at $1 trillion over 30 years.

The Pentagon’s Cost Assessment and Program Evaluation office has said the total cost to replace Minuteman III could top U.S. $85 billion.

Helmet Display & Tracking System (HDTS)

The HDTS configuration supports both daytime and nighttime operation, allowing the pilot to intuitively maneuver the aircraft into attack positions and engage targets heads-up and eyes out.

Weapons Management System (WMS)

The advanced digital WMS will allow the MD 530G BII Scout Attack Helicopter to support a comprehensive array of suppressive firepower options as well as unguided and guided munitions, including Hellfire Missile and, with authorized customer demand, APKWS. Standard configuration includes support for M260 Rocket Pods, HMP 400 Digital Gun Pods, RMP Digital Gun/Rocket Pods, and the M134D-H Mini-Guns. Critical weapons management functions, such as weapon activation and HDTS operation, will be integrated into the cyclic grip and collective for both pilots.

Mission Management System (MMS)

The main component in the MD 530G BII Scout Attack Helicopter MMS is the Digital Mapping application (DMAP) managed by a touch screen graphical user interface (GUI). This moving map display will give pilots greater situational awareness with aircraft positions, known threats, and friendly locations plotted. The aircraft’s EO/IR solution will integrate directly with the new MMS to enable detect and store intelligence. Detect and store intelligence ensures that once a target has been acquired, the crew can choose to attack with guided weapons from a distance, or unguided munitions using the ballistics Continuously Calculated Impact Point (CCIP) displayed over the HDTS.   

The enhanced Integrated Weapons System, certified and in use on fixed and rotary wing medium and heavy attack platforms already in service with U.S. and Allied forces around the world, will deliver greater mission flexibility and improved operational performance, making the already multi-mission-capable MD 530G perfectly suited for Close Support operations including attack, forward air control, armed reconnaissance, counter-insurgency, and observation.

SpaceX Sues U.S. Air Force Over Rocket-Building Contracts

ORLANDO, Fla. (Reuters) – Billionaire Elon Musk’s SpaceX accused the U.S. Air Force of breaking contracting rules when it awarded money to three rocket makers but passed on Musk’s rival bid, and said the tender should be reopened, according to a court filing unsealed on Wednesday.

In the complaint, Space Exploration Technologies Corp said contracts were awarded for three “unbuilt, unflown” rocket systems that would not be ready to fly under the government’s timeline, “defeating the very objectives” outlined by the Air Force’s program.

SpaceX asked the court to force the Air Force to reopen the $2.3 billion Launch Service Agreements competition and reconsider the Hawthorne, California-based company’s proposal.

The agreement is part of a Department of Defense initiative to assure constant military access to space and curb reliance on Russian-made RD-180 engines.

In the watershed race for dominance in the space industry, new entrants including SpaceX and billionaire Jeff Bezos’ Blue Origin, compete for lucrative contracts for military launch services. The arena has been long dominated by incumbents like Boeing Co-Lockheed Martin Corp’s United Launch Alliance (ULA).

ULA was granted $967 million under the program for developing its heavy-lift Vulcan rocket, Blue Origin won $500 million for its New Glenn rocket, and Northrop Grumman Corp was awarded $791.6 million for its OmegA rocket development.

In separate court filings this week, all three companies argued they should be parties to the lawsuit because of their direct financial interest in its outcome.

A SpaceX spokesperson said the company sued to “ensure a level playing field for competition.”

Representatives for the Air Force and ULA did not immediately respond to requests for comment. Blue Origin declined to comment.

SpaceX’s complaint was filed with the U.S. Court of Federal Claims last Friday under seal, along with a request for the court to keep the proceedings secret under a protective order, citing proprietary information. A redacted complaint was filed Wednesday.

SpaceX alleged the Air Force broke contracting rules on five different counts and asked the court to halt deliveries of the award to the three companies and force a re-evaluation of the proposals.

The Air Force rejected a formal objection from SpaceX in April regarding the terms of the awards.

SpaceX has sued the government over contracts before, most prominently in 2014 to protest a multibillion-dollar, non-compete contract for 36 rocket launches to United Launch Alliance. It dropped the lawsuit after the Air Force agreed to open up the competition.

Lockheed Martin to Develop Modular Guided Rocket Pods

DALLAS, May 15, 2019 – The U.S. Army awarded Lockheed Martin a $10.5 million contract to develop a new modular pod for Guided Multiple Launch Rocket System (GMLRS) rockets. The new pods will replace the depleting inventory of M26 rocket pods and support the increased production of GMLRS rounds.

The modular pod is designed to allow for reloading of individual rocket tubes as they are expended, whereas the original GMLRS pods are discarded after use. The pod will be able to fire the GMLRS Unitary and Alternative Warhead variants, as well as the developmental Extended-Range GMLRS rockets and future rounds.

“The new pods will be compatible with both the High Mobility Artillery Rocket System (HIMARS) and MLRS M270 family of launchers,” said Gaylia Campbell, vice president of Precision Fires and Combat Maneuver Systems at Lockheed Martin Missiles and Fire Control. “These new pods will improve reload operations and assure our warfighters have adequate rounds available to them when they are most needed.”

The modular pods will be produced at Lockheed Martin’s Precision Fires Center of Excellence in Camden, Ark. Ground testing will begin this fall, with a planned flight test before the end of the calendar year. The first deliveries of the new modular pod are anticipated in the fall of 2021.

Germany Eyes Slice of Lucrative Space Market

BERLIN, Germany (Reuters) – Facing tough competition from China, the United States and even tiny Luxembourg, Germany is racing to draft new laws and attract private investment to secure a slice of an emerging space market that could be worth $1 trillion a year by the 2040’s.

The drive to give Germany a bigger role in space comes as European, Asian and U.S. companies stake out ground in an evolving segment that promises contracts for everything from exploration to mining of outer-space resources.

Firms likely to benefit from any future spending rise in Germany include Airbus, which co-owns the maker of Europe’s Ariane space rockets, and Bremen-based OHB.

The new legislation would limit financial and legal liabilities of private companies should accidents happen in orbit, set standards for space operations and offer incentives for new projects, the German economy ministry told Reuters.

The ministry’s aerospace and space commissioner, Thomas Jarzombek, could submit the laws to parliament later this year. The move comes as companies and trade groups press for German authorities to establish a regulatory framework for the lucrative new market to encourage private investment.

“We are sounding the alarm that Germany and Europe are falling behind in space vis-a-vis China and the United States,” Dirk Hoke, defence and space chief at Franco-German-led aerospace group Airbus, told Reuters. “We’re at a critical juncture to ensure we stay in the top league.”

Germany is Europe’s economic powerhouse and the world’s fourth-largest economy. However it had just the world’s seventh-largest national space budget in 2018, an estimated $1.1 billion, just over half the amount generated by fifth-placed France, according to preliminary data from Paris-based research firm Euroconsult.

Ariane 6 Rocket Seeks First Commercial Deals

BREMEN, Germany (Reuters) – Ariane 6, Europe’s next-generation space rocket, is expected to win its first two commercial launch orders in coming weeks, company officials said, a key milestone as the European launcher vies for orders against Elon Musk’s U.S. competitor SpaceX.

Operator Arianespace faces increased competition from SpaceX and Blue Origin, owned by Amazon CEO Jeff Bezos. Japan and India also pose a growing challenge.

Ariane 6 has three institutional orders in hand from the European Commission and France and is close to signing deals with two commercial customers, said Mathias Spude, spokesman for ArianeGroup, a joint venture of Airbus and Safran, that is the majority stakeholder in Arianespace.

ArianeGroup has invested 400 million euros (£347 million) of its own funds in the 3.4-billion-euro development of Ariane 6 – a project key to ensuring Europe’s independent access to space and a market valued at over $1 trillion by 2040.

Manufacturers say the rocket will be more versatile than Ariane 5, able to carry out missions from placing as many as 90 small satellites in low-earth orbit to taking classic spy satellites to far higher perches in geostationary orbit.

But the business case depends on drumming up enough commercial business to augment the 5-6 institutional launches expected in Europe annually in coming years, about a quarter of those planned in the United States.

European governments also face industry pressure to use Ariane 6 even if they could get cheaper rides using SpaceX.

“Europe continues to need its own access to space – the market of the future,” said Matthias Wachter with the BDI German Federation of Industry. “It doesn’t make sense to use European tax money to develop our own rocket but then launch satellites with competitors from the United States or Asia.”

Ariane 6, due for a first launch in 2020, was designed to save significant costs compared to Ariane 5, but industry experts say it will still cost around 70 million euros per launch – well above the rate offered by SpaceX, which uses reusable rocket technology and can count on larger U.S. orders.

Ariane 6’s designers insist innovative production techniques will favour the European launcher when the commercial market recovers from a recent slump.

“When it wakes up … we will be on the market with a rocket that is 40 percent cheaper, and will continue to reduce costs after that,” Spude told Reuters at the Ariane 6 production site.

Still, experts say SpaceX is widely credited with jolting the overall market with a keen focus on cutting costs, forcing Europe to shake up its launch industry.
