Airbus Seeks Resolution To German Arms Export Row

PARIS (Reuters) – Airbus is in discussions to try to find solutions to a row with the German government over a ban on arms exports to Saudi Arabia that threatens a border security contract, Chief Executive Guillaume Faury said on Tuesday.

The planemaker has warned of legal action against Germany after taking financial charges over the long-delayed border contract between Airbus’s defence unit and the Gulf kingdom.

“We are not yet there,” Faury told reporters when asked about possible legal action.

“We are very much impacted by the situation which is now being extended and trying to find different solutions,” Faury said, adding that Airbus had been forced into a corner by the unexpected national export embargo.

Germany acted alone with a ban in October after the murder of Saudi journalist Jamal Khashoggi in Istanbul, irritating other European arms exporters including France, where Airbus is based. The measure was extended in March.

The row comes as France and Germany study a new combat jet, in which Airbus is the industrial partner on the German side.

Faury said Airbus remained committed to the manned and unmanned system, adding it could be eventually opened to other nations including Britain “as a more united Europe”.

The arms row also coincides with a separate spat with Germany over 600 million euros of development loans for the A380 passenger jet, which Airbus has said it will stop producing.

The Berlin government said in March it was in talks with Airbus about the outstanding loans, which also feature in a separate trade dispute about mutual claims of illegal aircraft subsidies between the European Union and the United States.

Faury said Airbus “would not be where it is” without its project to build the world’s largest airliner.

Asked at a media event whether the separate disputes with Germany could be settled in a single negotiation, Faury said “We just want to execute the contracts as they are and I will not say more.”

Airbus continues to have good relations with Germany and other founder Airbus nations, Faury said at the event, taking place as Airbus celebrates its 50th anniversary as a planemaker.

Airbus Lands MBDA Boss Bouvier To Steer Strategy

PARIS (Reuters) – European missile maker MBDA’s chief executive is returning to Airbus as head of strategy as the planemaker seeks to modernise its factory system and explores future options in defence, two people familiar with the matter said.

Antoine Bouvier, 59, replaces Patrick de Castelbajac who becomes head of Airbus Asia-Pacific, the sources said. Castelbajac’s responsibility for Airbus international operations had already been transferred to sales chief Christian Scherer.

At Airbus, Bouvier will be embarking on a battle of wits with a new strategy head at arch-rival Boeing CO.

Chris Raymond, until recently head of Boeing’s Autonomous Systems business, recently became vice-president for enterprise strategy under finance director Greg Smith, sources said. Raymond’s appointment has not been officially announced.

Airbus and MBDA declined to comment on Bouvier’s appointment, which was first reported by AeroDefenseNews. It is the latest step in a management reshuffle accelerated by the recent official appointment of Guillaume Faury as Airbus CEO.

Bouvier, a former civil servant who narrowly missed out on running France’s DGA defence procurement agency two years ago, brings experience in forging defence partnerships to Airbus, which is embroiled in a row with Germany over arms controls.

He is expected to be replaced at MBDA by former OneWeb chief Eric Beranger.

Although there is fierce day-to-day competition, with Taiwan’s China Airlines opting last week to switch to Airbus, the European planemaker is not expected to exploit the grounding of Boeing’s 737 MAX jetliner for now, industry sources said.

NEXT GENERATION

The future of the Airbus A320neo and Boeing 737 MAX – the industry’s most successful models – is seen as strategically entwined and insiders say Airbus is also worried about the impact of the grounding on global certification..

But the planemakers are crafting crucial strategies for the next generation of single-aisle jets from about 2030 – both likely to define the aircraft industry well beyond mid-century.

Insiders say Faury wants Airbus to focus more on industrial strategy and closing a perceived gap with Boeing in production technology, as well as responding to the threat of increased environmental regulation of air travel, as well as new products.

Airbus must also assess how to respond to rising defence spending after its failure to merge with Britain’s BAE Systems in 2012 left it heavily skewed towards commercial markets that are now approaching the end of an extended upcycle.

It is involved on the German side of a nascent Franco-German fighter project along with French partner Dassault Aviation but faces competition for valuable systems work and a growing spat with the German government over export controls.

At MBDA, Bouvier helped forge an Anglo-French agreement on the use of shared missile technology.

Bouvier followed the classic path of a French mandarin from the prestigious Polytechnique engineering school to France’s ENA civil service academy. He had been linked with a number of top aerospace posts such as Safran and Thales.

“His appointment will be very credible with the French government,” a person familiar with the appointment said. France and Germany own 11 percent each of Airbus.

British Airways CFO to Take Over as IAG Finance Chief

(Reuters) – IAG said on Monday British Airways’ finance chief Steve Gunning will replace company veteran and chief financial officer Enrique Dupuy de Lôme, who steps down after more than eight years in the role.

Gunning, who joined British Airways in 1998 and has been its CFO since January 2016, will take over from de Lôme at IAG’s annual general meeting in June, the company said.

“After eight years as CFO of IAG and prior to that, 20 years as CFO of Iberia, I believe now is the right time for me to leave IAG,” de Lôme said.

IAG did not immediately respond to a request for comment on the reason for de Lome’s departure.

Gunning takes the role as the airline industry braces for a potential hit from Britain’s impending exit from the European Union.

Shares of IAG jumped to session highs after the announcement and were last up 1.1 percent at 548.4 pence on London’s main index.

Passengers Stranded After Iceland’s WOW Air Collapses

(Reuters) – Iceland’s WOW air became the latest budget airline casualty on Thursday, halting operations and cancelling all future flights after efforts to raise more funds failed.

WOW, which focussed on low-cost travel across the Atlantic, advised stranded travellers to seek flights with other airlines. It flew a total of 3.5 million passengers last year.

“This is probably the hardest thing I have ever done but the reality is that we have run out of time and have unfortunately not been able to secure the funding of the company,” WOW CEO and founder Skuli Mogensen wrote in a letter to the company’s 1,000 employees.

“I will never be able to forgive myself for not taking action sooner,” he added.

WOW had earlier postponed flights on Thursday as it entered what it had hoped were the final stages of an equity raising with a group of investors.

“My flight from Boston has been cancelled. Having a hard time getting through to anyone on the phone. Can you help me at all?” Twitter user Marc Solari wrote.

WOW replied with an apology and offer of further assistance.

WOW is the latest budget airline to collapse as the European airline sector grapples with over-capacity and high fuel costs. Recent failures include Britain’s Flybmi, Nordic budget airline Primera Air and Cypriot counterpart Cobalt.

“RESCUE FARES”

Other airlines including, Icelandair, Easyjet and Norwegian stepped in offering discounted ‘rescue fares’ to stranded passengers, according to the Icelandic Transport Authority

WOW has been pursuing different avenues to raise money over the past few months.

It ended talks with rival Icelandair last Sunday while veteran low-cost airline investor Bill Franke also had cancelled a proposed investment through private equity fund Indigo Partners.

Icelandair shares traded up 13 percent percent at 1215 GMT after the failure of a competitor.

Founded in 2011 by entrepreneur Mogensen, WOW used smaller single-aisle planes to fly between Iceland and many destinations in the United States and Europe.

Its website had advertised flights from London to cities such as New York and Boston for as little as 150 pounds, although the journey went via the Icelandic capital Reykjavik.

Norwegian Air has a little over half of the market share in the fast-growing, low-cost, long-haul transatlantic market, while WOW controlled a quarter in 2018.

There are fears of a knock-on effect on Iceland’s important tourism industry.

Around 30 percent of tourists visiting Iceland last year flew with WOW and the collapse could trigger a 16 percent drop in tourists this year, research from Icelandic bank Arion showed.

Bombardier Wins Eurotunnel Shuttle Renovation Contract

As part of the 2018-2026 mid-life programme, Eurotunnel signed a contract with Bombardier Transportation to renovate nine “PAX” Shuttles. Composed in total of 254 wagons, each 800-meter long shuttle is made up for passengers’ vehicles with passengers remaining in their vehicles during for the 35-minute Channel crossing. In the 25-year period since the opening of the Channel Tunnel, these Shuttles have each travelled an average of 300 round trips per month and have enabled over 236 million passengers to travel very comfortably between France and Great-Britain.

The contract is valued at €150 million ($171 million) over a period of seven years. Deliveries of the newly refurbished Shuttles will start in mid-2022 and continue until mid-2026.

Teams from Bombardier France and Belgium originally designed and built these unique vehicles in the 90’s and launched Bombardier’s activities in France. This year, the company celebrates 30 years since its establishment at the Crespin facility in the Hauts-de-France Region.

Bombardier will be responsible for the renovation of 26 wagons on each of the nine Shuttles, including 12 single-deck carriages for coaches, minibuses, caravans and vehicles over 1.85 meters high, 12 double-deck carriages for cars and motorcycles, and 2 double-deck loader wagons, in addition to two spare loader wagons. As project technical advisor, Bombardier will lead the integration and renovation operations except for the single-deck loaders and will lead on engineering design and procurement for onboard equipment.

Eurotunnel will undertake design and procurement of key equipment such as brakes, doors, fire doors, fire detection, HVAC and the double-deck loaders. Eurotunnel will manage the homologation process of the renovated Shuttles with the appropriate authorities. Bombardier will provide the technical support to prepare the required documentation.

Airbus A380: From European Dream to White Elephant

TOULOUSE, France (Reuters) – Loved by passengers, feared by accountants, the world’s largest airliner has run out of runway after Airbus decided to close A380 production after 12 years in service due to weak sales.

The decision to halt production of the A380 superjumbo is the final act in one of Europe’s greatest industrial adventures and reflects a dearth of orders by airline bosses unwilling to back Airbus’s vision of huge jets to combat airport congestion.

Air traffic is growing at a near-record pace but this has mainly generated demand for twin-engined jets nimble enough to fly directly to where people want to travel, rather than bulky four-engined jets forcing passengers to change at hub airports.

And while loyal supporters like top customer Emirates say the popular 544-seat jet makes money when full, each unsold seat potentially burns a hole in airline finances because of the fuel needed to keep the huge double-decker structure aloft.

“It’s an aircraft that frightens airline CFOs; the risk of failing to sell so many seats is just too high,” said a senior aerospace industry source familiar with the program.

Once hailed as the industrial counterpart to Europe’s single currency, the demise of a globally recognized European symbol coincides with growing political strains between Britain, France, Germany and Spain where the plane is built.

That’s in stark contrast to the display of European unity and optimism when the engineering behemoth was unveiled in front of European leaders under a spectacular light show in 2005.

British Prime Minister Tony Blair called the A380 a “symbol of economic strength” while Spanish premier Jose Luis Rodriguez Zapatero called the rollout “the realization of a dream”.

Passengers marveled at the European giant with room for 70 cars on its wings, looking rather like the hump-backed Boeing 747 but with the top section stretching all the way to the back.

Airlines had initially rushed to place orders, expecting it to lower operating costs and boost profits as the industry crawled out of a slowdown in tourism since September 2001.

Airbus boasted it would sell 700-750 A380s, which nowadays cost $446 million at list prices, and render the 747 obsolete.

In fact, A380 orders barely crossed the 300 threshold and the 747 has outlived its rival, after reaching the age of 50 this week.

FALL FROM GRACE

The seeds of the A380’s fall from grace were already present behind the scenes of the 2005 launch party, insiders say.

Despite public talk of unity, the huge task was about to expose fractures in Franco-German co-operation that sparked an industrial meltdown. When the delayed jet finally reached the market in 2007, the global financial crisis was starting to bite. Scale and opulence were no longer wanted. Sales slowed.

At the same time, engine makers who had promised Airbus a decade of unbeatable efficiencies with their new superjumbo engines were fine-tuning even more efficient designs for the next generation of dual-engined planes, competing with the A380.

Finally, a restless Airbus board started demanding a return and stronger prices just when the plane desperately needed an aggressive relaunch and fresh investment, insiders said.

“It was a triple whammy,” said a person close to the debate.

As demand see-sawed, so did the plane’s marketing: starting with luxuries including showers, then vaunting its green credentials with the messianic slogan ‘Saving The Planet One A380 at a Time” before joining the race to squeeze in more people and cut costs.

Yet despite its own deep industrial problems, Boeing was winning the argument with its newest jet, the 787 Dreamliner. It was designed to bypass hubs served by the A380 and open routes between secondary cities: a strategy known as “point to point”.

Airbus fought back, arguing that travel between megacities would nonetheless dominate air transport.

But economic growth would splinter in ways Airbus did not predict. Intermediary cities are growing almost twice as fast as megacities, according to a 2018 paper posted by the Organisation for Economic Co-Operation and Development.https://bit.ly/2P28F3h

That’s a boon for twinjets like the Boeing 787 and 777 or Airbus’s own A350, which has outsold the A380 three to one.

Airbus Chief Executive Tom Enders, who was rarely seen as an enthusiastic backer of the A380, toyed with ending the project about two years ago but was persuaded to give it a last chance.

But with Emirates unable to hammer out an engine deal needed to confirm its most recent A380 order, time had finally run out.

“Airbus tends to think of it as a flagship; Enders looks at it and sees a lack of orders,” said a person close to the German-born CEO, who steps down in April.

Some insiders worry that Airbus will lose a valuable symbol of pride and commercial audacity when production ends in 2021.

Now, airline bosses are seeking assurances that Airbus will support the A380 with spare parts for years to come. Many invested in the A380 as their flagship while airports also spent heavily on new facilities.

Some customers like Air France and Lufthansa may not shed too many tears, analysts say.

They too invested in the A380 but may also be relieved to see a potent weapon removed from Gulf rivals like Emirates, whom they accuse of flooding the market.

Emirates insists it plays fairly and has called the A380 a “passenger magnet,” misunderstood and badly marketed by rivals.

Its chairman said on Thursday he was disappointed in the A380’s demise, but added “we accept that this is the reality of the situation”.

Spain Says Iberia Meets EU Airline Rules if No-Deal Brexit

MADRID (Reuters) – The Spanish government is confident national flag carrier Iberia will be able to fly across Europe in the event of a disorderly Brexit, even though the airline is majority-owned by Britain-based Anglo-Spanish group IAG (ICAG.L).

Britain is due to leave the European Union on March 29 but has yet to seal a withdrawal agreement, posing a potential risk to airlines that don’t meet EU rules requiring European carriers to be majority-owned and operated in the bloc.

“From the public works ministry’s point of view, we’re convinced that Iberia is a Spanish company,” a spokesman for the ministry told Reuters.

“We are also convinced that, if necessary, the company will make the necessary adjustments to make sure it complies with European regulations,” he said.

Iberia carries 19 million passengers a year and is a major employer in Spain with almost 17,000 workers.

IAG, which also owns British Airways, is registered in Spain but headquartered in Britain and has shareholders from around the world. Iberia has a Spanish shareholder with just over 50 percent of voting rights via a complex ownership scheme.

“We are confident that we will comply with the EU and the UK ownership and control rules post-Brexit,” IAG said, adding that IAG was a Spanish company.

The Financial Times reported on Tuesday that Brussels had doubts about IAG’s arguments that its individual airlines are domestically owned.

European Commission sources told Reuters that Brussels encouraged IAG and all airlines concerned to check with the national licensing authorities whether they would still meet the operating licence requirements in case of a “no deal” Brexit.

They said the Commission was in regular contact with the national authorities that review compliance.

While IAG wholly owns the economic rights of Iberia Holdings, it holds just 49.9 percent of voting rights. Garanair, wholly owned by Spain’s retail giant El Corte Ingles, has the remaining 50.1 percent voting stake.

Airbus, Dassault Finalizing Bid On New Fighter Jet

BERLIN (Reuters) – Airbus (AIR.PA) and France’s Dassault Aviation (AVMD.PA) will shortly submit an unsolicited proposal for initial conceptual work on a next-generation fighter jet to German and French officials, according to sources familiar with the matter.

The two companies agreed in principle in April to work together on an ambitious Franco-German program to design a new warplane, but are anxious to get some early funding so they can start work on new technologies required for the multi-billion project – with a goal of fielding a new aircraft around 2040.

Germany and France signed a memorandum of understanding about the project in April, but progress has been halting amid disputes between the governments about future exports, and among industry about how to divvy up work on a system to integrate the new jet with drones and other weapons.

One source familiar with the matter said the two companies could submit their proposal by the end of the year or early next year, paving the way for the first contract awards next year.

One French military official told the International Fighter conference in Berlin this week that the two governments hoped to conclude an initial contract in January.

Peter Harster, senior executive with MTU Aero Engines (MTXGn.DE), said the study contract was needed, along with a medium-term budget plan, to help set a realistic timetable and key requirements to ensure the new jet would be ready by 2040.

Harster also called for a separate contract for work on an engine for the new jet to enable optimal flexibility and give the customers direct control over the propulsion system.

Bruno Fichefeux, head of future combat air systems at Airbus, told the conference he expected conceptual work on the program to begin soon, “bilaterally or with Spain.”

A Spanish official told the conference his country was in discussions with both the Dassault-Airbus team, and a separate project being led by Britain’s BAE Systems (BAES.L) to secure a role on one of the projects. A French military official said the two projects could also be merged at a future date.

Douglas Barrie, senior fellow at the International Institute for Strategic Studies, said government and industry ties would likely shift again, as in the 1970s and 1980s during work that ultimately led to the Eurofighter Typhoon and Dassault’s Rafale.

“We’re at the start of that process again now. And I don’t think it will take a decade to shake out, but it will take some time,” he said. “I think shifts are inevitable.”

Senior executives from Airbus and other companies discussed the next generation fighter with German Defence Minister Ursula von der Leyen at a meeting hosted last week by the German Aerospace Industries Association (BDLI), the sources said.

BDLI declined to comment on the meeting. No comment was immediately available from the defense ministry.
