Southwest Airlines Announces Service to Steamboat Springs

Southwest Airlines Co. (NYSE: LUV) today announced an intention to serve Steamboat Springs, Colo. through Yampa Valley Regional Airport (HDN). The carrier anticipates beginning seasonal service by the end of 2020 with daily flights, initially served nonstop from Denver.

FAA Agrees Must Boost Safety Oversight for Southwest Airlines

(Reuters) – The U.S. Federal Aviation Administration says it should have done a better job of ensuring Southwest Airlines Co <LUV> had certified completion of maintenance on 88 used Boeing 737 jets, as noted in a report by the U.S. Transportation Department’s Inspector General released on Tuesday.

Budget-friendly Southwest bought the planes in question between 2013 and 2017 from 16 foreign carriers.

The final report, first seen by Reuters, said Southwest operated more than 150,000 flights carrying 17.2 million passengers on the jets without confirmation that required maintenance had been completed.

The report said the FAA has not “effectively overseen Southwest Airlines’ systems for managing risks” and made 11 recommendations to improve oversight, including retraining inspectors and developing better control over maintenance records and inspector guidance on evaluating air carrier safety culture.

While the U.S. commercial airline industry is considered safe, with only one fatality in recent years, the FAA is under heightened scrutiny by lawmakers over its relationship with the industry after two crashes overseas on the newer Boeing Co <BA> 737 MAX killed 346 people and led to that aircraft’s global grounding.

“Given the significant unresolved safety concerns that FAA has identified at Southwest Airlines, it is clear that the agency is not yet effectively navigating the balance between industry collaboration and managing safety risks at the carrier,” the report said.

The FAA said in a response included with the report it concurred with all 11 recommendations and the inspector general’s conclusion that its office overseeing Southwest did not perform in accordance with existing guidance by allowing the 88 planes to enter service and that it “lacked a comprehensive conformity inspection for used aircraft.”

Southwest told Reuters on Tuesday that eight of the 88 jets remain out of service until needed repairs are completed and that it disagreed with the report’s findings.

The report chided the FAA, saying the agency “accepted the air carrier’s justification that the issues identified were low safety risks.”

The FAA noted it changed the leadership of its office that oversees Southwest and “continues to address deficiencies in the work functions and culture.” The agency has agreed to ensure Southwest “complies with regulatory requirements that the 88 previously owned aircraft conform to U.S. aviation standards.”

Last month, the Wall Street Journal published an article on a draft of the inspector general report.

The report also said the FAA violated its own guidance in addressing noncompliance by Southwest on baggage weight and balance data. The FAA agreed to ensure Southwest complies with requirements.

On Jan. 10, the FAA said it was seeking to impose a $3.92 million fine on Southwest for alleged weight infractions on 21,505 flights on 44 aircraft between May 1, 2018 and Aug. 9, 2018.

Southwest has said it is working with the FAA to demonstrate the effectiveness of its controls and seek a resolution on the proposed penalty.

Southwest shares closed up 0.9% on Tuesday, off intraday highs.

New US Airline to make Flying a Breeze

Travellers in the US are set to enjoy more choice in the air, with the formal launch of Breeze Airways announced last week.

Previously known by the code name “Moxy”, the new airline is the brainchild of experienced airline executive David Neeleman, who is renowned for having established four successful airlines during his career.

With the experience of establishing the likes of Morris Air, WestJet, Jet Blue and Azul, each of Neeleman’s new entrants are notable for introducing a variety of innovations to the market.

Today considered commonplace; leading customer experience improvements include e-ticketed bookings, inflight TV streaming and the opening up of routes to city pairs previously not served by existing carriers.

Boeing Addresses New 737 MAX Software Issue

WASHINGTON (Reuters) – Boeing Co <BA> said on Friday it is addressing a new software issue discovered in Iowa last weekend during a technical review of the proposed update to the grounded Boeing 737 MAX, a development that could further delay the plane’s return to service.

“We are making necessary updates,” Boeing said in a statement. Officials at the planemaker said the issue relates to a software power-up monitoring function that verifies some system monitors are operating correctly.

One of the monitors was not being initiated correctly, officials said. The monitor check is prompted by a software command at airplane or system power up, and will set the appropriate indication if maintenance is required, company officials added.

The Federal Aviation Administration (FAA) did not immediately comment. ABC News reported the issue early Friday.

Boeing is halting production of the 737 MAX this month following the grounding in March of its best-selling plane after two fatal crashes in five months killed 346 people.

U.S. regulators are waiting for an update from Boeing on how they will resolve the issue. A U.S. official briefed on the matter said Friday the FAA is now unlikely to approve the plane’s return until March but it could take until April.

This week, American Airlines Group Inc <AAL> and Southwest Airlines Co <LUV> both said they would extend cancellations of MAX flights until early June.

Also this month, the FAA and Boeing said they were reviewing a wiring issue that could potentially cause a short circuit on the grounded 737 MAX. Officials said the review is looking at whether two bundles of wiring are too close together, which could lead to a short circuit and potentially result in a crash if pilots did not respond appropriately.

U.S. and European aviation safety regulators met with Boeing in an effort to complete a 737 MAX software documentation audit that was begun in November. Documentation requirements are central to certification for increasingly complex aircraft software, and can become a source of delays.

The 240,000 square foot maintenance complex, now the largest in the airline’s network, includes offices, training facilities, warehouse space, and a 140,000 square foot hangar. Ryanair’s O’Leary Prepared for More 737 MAX Delays

BERLIN (Reuters) – Ryanair <RYAAY> is prepared for further delays to the delivery of its Boeing <BA> 737 MAX airliners, its chief executive Michael O’Leary told German magazine Wirtschaftswoche, adding that he would only discuss compensation after the aircraft had been delivered.

The 737 MAX airliner has been grounded since March following two crashes which claimed 346 lives.

One of the world’s largest airlines, Ryanair has ordered 135 of the jets.

“We were meant to have 58 planes by the summer,” O’Leary said in the interview, extracts from which were published on Friday. “That went down to 30, then 20, then 10 and the latest is maybe only five. It’s possible we’ll only get the first jets in October 2020.”

In contrast to other airlines, including Turkish, Southwest Airlines <LUV> and Germany’s TUI <TUIFY>, which have already agreed compensation with Boeing, O’Leary added that he would only discuss compensation after the planes were delivered.

Trump Called Boeing CEO to Inquire About 737 MAX Production Halt

WASHINGTON (Reuters) – U.S. President Donald Trump called Boeing <BA> Chief Executive Dennis Muilenburg this week to ask about the status of 737 MAX production, two people briefed on the matter confirmed.

The call on Sunday was brief and Muilenburg assured Trump that the planned production halt was temporary and that the company would not be laying off any workers. The production halt, set to begin in January, was announced by Boeing Monday after a board meeting.

Boeing and the White House declined to comment on the call, reported earlier by the New York Times.

Separately, S&P Global Ratings on Thursday downgraded Boeing’s credit rating to “A-” from “A” and lowered the short-term rating to “A-2” from “A-1.”

The change “reflects the uncertainty over when the 737 MAX will return to service, the risk to the supply chain from the planned production halt, and possible long-term impact to Boeing’s competitive position.”

U.S. officials have repeatedly said they are waiting for additional answers from Boeing and have at time faulted the quality of submissions from the planemaker since the plane was grounded in March after two fatal crashes killed 346 people.

“We’ve had conversations about the importance of making sure that we are looking at complete documentation and not piecemeal documentation,” FAA Administrator Steve Dickson told Reuters in September. “It’s really better to be very methodical and very detailed rather than try to rush a partially completed product and then say, ‘We’ll get back to you with the rest of it.’”

Boeing has repeatedly said it is working with regulators to safely return the plane to service and acknowledged last week it would not occur until 2020.

Dickson said last week there are nearly a dozen milestones that must be completed before the MAX returns to service. Approval is not likely until at least February and could be delayed until March, U.S. officials told Reuters last week.

American Airlines Group Inc <AAL> and Southwest Airlines Co <LUV> have canceled flights into April because of the grounding.

Alstom to Supply Driverless Trains & Digital Signalling System for Sydney Metro Extension

Australia’s biggest public transport project

22 November 2019 – The Northwest Rapid Transit Consortium (NRT) has reached contractual close for the extension to the existing NRT Public Private Partnership (PPP) contract on Sydney Metro.

The contract, which was awarded in 2014, has been extended to deliver a seamless customer experience on the new metro, with NRT to operate and maintain the full metro line from Rouse Hill to Bankstown – in total 66 kilometres of rail and 31 metro stations by 2024.

Alstom has signed a contract with NRT to supply the rolling stock and signalling system for the next stage of Sydney Metro, Sydney Metro City and Southwest. The project is an extension of the Metro North West Line, which successfully opened to customers in May 2019.

Under the contract, valued at approx. €350 million, Alstom will be responsible for the project management, design, supply, manufacturing, testing and commissioning of 23 six-car fully-automated Metropolis trains and the Urbalis 400 Communication Based Train Control (CBTC) signalling system. The trains will be manufactured in Alstom’s manufacturing centre in Sri City, India which successfully delivered 22 Metropolis trains for the Metro North West Line.  The contract also includes an option to purchase further trains if required.

As an extension of the existing Metro North West Line, the NRT PPP will provide a fully integrated turn-up and go service along a dedicated 66-kilometre metro network with a total of 31 stations from Rouse Hill through the City and to Bankstown. The Metro North West Line operator, Metro Trains Sydney, will be responsible for the operations and maintenance of the entire line.

The City and Southwest extension includes a 15km greenfield line with seven new stations plus the conversion of the existing suburban rail line to metro rail standards, covering a further 13km of track and 11 existing stations. The project also includes expansion of the current Sydney Metro Trains Facility at Rouse Hill and a new trains facility at Sydenham. Construction of the new line is currently underway with revenue service expected to start in 2024.

The Metropolis trains and digital signalling systems for the City & Southwest project will include the same design and features as the North West Line, designed to meet the specific needs of Sydney. According to the specifications, the new trains will meet strict sustainability criteria; a robust lightweight structure, low energy consumption, high levels of recoverability and recyclability, technical reliability and ease of maintenance. The trains will also be equipped with remote sensors for optimal maintenance planning.

Boeing to Give Southwest Board 737 MAX Update This Week

CHICAGO (Reuters) – Boeing Co <BA> this week will present to the board of its largest 737 MAX customer, Southwest Airlines Co <LUV>, an overview of its plans to return the grounded jet to service, a spokesman for the airline said on Monday.

The meeting on Wednesday and Thursday comes after Southwest Chief Executive Gary Kelly said last month that the airline could look next year at diversifying its fleet beyond Boeing 737 aircraft. Budget-friendly Southwest has structured its business model around flying only 737 aircraft for the past 50 years and bet its entire growth strategy on the 737 MAX, the latest iteration of Boeing’s narrowbody workhorse.

With the MAX parked since mid-March following crashes on Lion Air and Ethiopian Airlines that together killed 346 people, Southwest has had to scale back its growth plans and cancel north of 100 daily flights, wiping $435 million from its earnings between January and September.

Kelly, who is also Southwest’s chairman of the board, invited Boeing to address the timing and logistics of dozens of 737 MAX deliveries that it was supposed to receive this year. The meeting will also give Boeing a chance to defend its product and the steps it is taking to restore public confidence after the two fatal crashes, sources said.

“It’s an overview of the Return to Service Plan, timing, and plans moving forward,” Southwest spokesman Chris Mainz said. “Just a good chance for our Board to hear directly from Boeing, but nothing more to it than that.”

It is not the first time that Boeing has presented to a regularly scheduled board meeting, he said.

Southwest had 34 MAX jets in its fleet when global regulators grounded the aircraft in March. The airline was supposed to receive 41 more 737 MAX planes before the end of the year, but most of those deliveries are now scheduled for 2020.

Hundreds of undelivered 737 MAX jets are parked at Boeing facilities in Washington state, where the planemaker is facing a delivery logjam once the U.S. Federal Aviation Administration gives approval for them to fly commercially.

While Boeing is targeting approval in December, the FAA has pushed back on any fixed timeline.

Southwest has removed the 737 MAX from its flying schedule until early March. The airline has said it will need one to two months to train its pilots and prepare the jets for flight once regulators approve new software and pilot training.

Southwest Will Speed Up Inspections of 38 Used 737 Airplanes

WASHINGTON (Reuters) – Southwest Airlines Co <LUV> said Monday it will complete inspections on 38 737 airplanes it acquired from foreign air carriers by Jan. 31 that may not meet all U.S. aviation safety requirements.

The planes are part of 88 pre-owned Boeing <BA> 737 aircraft Southwest bought between 2013 and 2017 from 16 foreign carriers. The speedier checks come after inspections of 39 used planes turned up previously undisclosed repairs and incorrectly completed fixes. Southwest used multiple contractors to conduct the reviews of the planes’ maintenance records when they bought the planes.

“We have a plan in place to inspect the 47 remaining aircraft, nine of which are currently in heavy checks, no later than January 31, 2020 – five months earlier than the original FAA accepted completion date of July 1,” Southwest said in a statement on Monday.

Southwest said its inspections to date “did not stem from any suspected safety concerns with the aircraft.” It added its “continuous assessment of the ongoing inspections has revealed nothing to warrant the expedited timeline” but will meet it nevertheless.

In 2018, Southwest agreed to conduct a complete physical inspection on each of these pre-owned aircraft over a two-year period after a Federal Aviation Administration (FAA) safety inspector in May 2018 discovered discrepancies in records for some of 88 aircraft.

Since then, Southwest said it has completed the nose-to-tail inspection of 41 aircraft without any findings that suggested an “adverse impact on continued safe operation.”

An Oct. 24 memo from H. Clayton Foushee, director of the FAA Audit and Evaluation Office, made public on Monday said the Southwest inspections turned up at least 30 previously unknown repairs and 42 major repairs that were found “not to meet FAA airworthiness requirements.” Some required “immediate corrective action to bring the aircraft back into compliance.”

The memo added “the data collected to date would indicate that a majority of” the planes to be inspected do not meet FAA airworthiness requirements.

The U.S. Senate Commerce Committee noted on Monday that the 2018 discovery prompted a full records review by Southwest Airlines of all 88 aircraft that found 360 major repairs previously unknown to the airline because they were not disclosed in the contractors’ initial review.

Foushee’s memo said Southwest grounded 34 planes in November 2018 for inspections. The committee said as a result some planes were grounded “for immediate maintenance to bring them into regulatory compliance as a result of these newly discovered prior major repairs.”

The FAA then sent an Oct. 29 letter to Southwest seeking additional information about the uninspected planes and questioned whether they suffered specific damage items. It also raised concerns about Southwest’s “slow pace in completing the evaluation of aircraft.”

Senate Commerce Committee Chairman Roger Wicker said in an Oct. 30 letter to the FAA that its concerns about Southwest’s used planes correspond “to concerns that have been brought to my attention by whistleblowers as part of my investigation into aviation safety.”

The committee said the FAA allowed Southwest to continue to operate these aircraft and as a result “Southwest Airlines appears to have operated aircraft in unknown airworthiness conditions for thousands of flights.”

The FAA said Monday that after receiving Southwest’s response it determined the airline has “met the requirements for immediate inspection and risk assessments on these aircraft.”

The FAA added it “is requiring more frequent updates on the progress of completing all the requirements.”
