Amtrak-Led Coalition Wins Another Southwest Chief Grant

$11.5 million will stabilize and improve Colorado – New Mexico segment

WASHINGTON – Amtrak, committed to the national network of long-distance, interregional trains, is thanking the Federal Railroad Administration for a $5.6 million Consolidated Rail Infrastructure and Safety Improvements (CRISI) grant to stabilize and rehabilitate the route of the Amtrak Southwest Chief in Colorado and New MexicoCombined with $4.9 million in Amtrak federal funds set aside for this service and $1 million from the New Mexico Department of Transportation (NMDOT), a total of $11.5 million will be invested from Trinidad, Colo., to south of Lamy, N.M.

This is the fifth federal grant for the route segment in these two states and Kansas. There is still a significant need for component renewal and restoration of the line to bring it to a more robust condition. When these improvements and others are complete, it will remain a productive route for decades to come.

Between 2016 and 2020, Amtrak has committed $15.8 million in direct funding for the route of the Southwest Chief, and an additional $12.8 million in matching funds to previously awarded federal grants. Amtrak has also invested between $4 and $8 million annually in this segment, outside of any grant programs, including selective installation of ties, replacing bolted rail in curves, and bridge or culvert repair.

“Starting in 2014, a team of elected and private officials formed a coalition with Amtrak that has been successful as shown by matching funds from the states and Amtrak, the political backing for the train by the region’s Congressional delegation, and the continued support by the cities, counties, and communities alongside the railway,” said Bill Flynn, Amtrak President & Chief Executive Officer. “Our past and current investments, from Kansas through Colorado and New Mexico, demonstrate our commitment to the Chief route and also preserve this segment for eventual inclusion in a north-south connection along the Front Range between Denver and Albuquerque, via Colorado Springs and Pueblo.”

Most of the trackage is owned by Burlington Northern Santa Fe Railway, which has been moving its traffic to less mountainous routes. The arid weather conditions and low freight tonnage since 2008 have allowed the right-of-way to remain in stable condition despite its advancing age. Amtrak, NMDOT and BNSF have identified critical areas where investment in the route infrastructure will improve its condition and enhance safety such that more efficient and productive maintenance dollars can be applied to it annually. Additional federal grant applications are expected to be sought.

Project engineering and construction under this CRISI grant will be carried out by the BNSF Railway Engineering Department and the Rio Metro Regional Transportation District, the latter which manages the NMDOT infrastructure. Work is expected to begin in 2021 and carry into 2022.

New ties will be installed on a 31-mile section south of Raton Pass and another six-mile segment in New Mexico, more than 12 miles of bolted rail will be converted to welded rail between Lamy and where Rio Metro’s Rail Runner commuter traffic diverges to Santa Fe, and the decks of two bridges will be rebuilt, along with three grade crossings.

BNSF commissioned a geotechnical assessment to provide recommendations for the reduction of rockfall hazards at Raton Pass, Glorieta Pass and Shoemaker Canyon. The grant will fund additional stabilization and protection measures. BNSF’s 3.3 percent Raton Pass grade is only used by Amtrak trains and is the steepest rail route in regular U.S. use. It is has been a National Historic Landmark since 1960 and is at an elevation of 7,834 feet.

The Southwest Chief (Trains 3 & 4) operates 2,265 miles between Chicago and Los Angeles, via Kansas City and Albuquerque, and also provides access to the Philmont Scout Ranch (northeast New Mexico’s largest employer), the Grand Canyon and Las Vegas.

Boeing Wins More 737-800BCF Orders and Launches New Freighter Conversion Lines to Meet Strong Demand

– The 737-800BCF now has 134 orders and commitments

– Two additional freighter conversion lines are launched to meet strong demand in express traffic and e-commerce markets

Boeing [NYSE: BA] today announced a firm order from an unidentified customer for two 737-800 Boeing Converted Freighters (BCF), as well as agreements to open additional conversion lines in Guangzhou, China, and Singapore to meet strong market demand.

Based on the popular Next-Generation 737, the 737-800BCF offers operators newer technology, lower fuel consumption and higher reliability than other standard-body freighters. Primarily used to carry express cargo on domestic or short-haul routes, the airplane is capable of carrying up to 23.9 tonnes (52,800 pounds) and flying up to 2,000 nautical miles (3,750 kilometers).

The 737-800BCF now has 134 orders and commitments.

The new 737-800BCF line at Guangzhou Aircraft Maintenance Engineering Company Limited (GAMECO) is scheduled to open in early 2021, marking the MRO’s second conversion line for the market-leading 737-800BCF. To date, Boeing has delivered 36 737-800BCF to more than 10 operators across four continents.

Boeing will also add a second conversion line for its widebody converted freighter, the 767-300BCF, at ST Engineering’s facility in Singapore. The second line is scheduled to open later this year.

The world’s most efficient freighter in its class, the Boeing 767 freighter family offers the lowest operating costs per trip and allows airlines to develop new opportunities in the long-haul, regional and feeder markets. The 767-300BCF has virtually the same cargo capability as the 767-300F production freighter with up to 56.5 tonnes (124,600 pounds) of payload and flying up to 3,350 nautical miles (6,190 kilometers).

The Boeing freighter family, which includes production and converted freighters, provides more than 90 percent of the world’s freighter capacity, offering an unmatched selection of capacity and capability with superior economics in every freighter size.

Embraer Adjusts Corporate Structure in Response to COVID-19 and Boeing Deal Collapse

Embraer announced today a 4.5% adjustment to its global workforce, which corresponds to approximately 900 employees in Brazil. The measure stems from the impacts caused by the COVID-19 pandemic on the global economy and the cancellation of the company’s partnership with Boeing. The objective is to ensure Embraer’s sustainability and engineering capacity.

The pandemic particularly affected Embraer Commercial Aviation, which experienced a 75% reduction in aircraft deliveries during the first half of 2020 as compared to the same period last year.

The situation worsened as a result of the duplication of structures associated with the carve out of the company’s commercial aviation business in preparation for the partnership which was terminated at the initiative of Boeing, as well as the expectation that the air transport sector will not recover in the short- or medium-term.

Since the beginning of the pandemic, Embraer has adopted a series of measures to preserve jobs, including collective vacations, reduced working hours, furloughs, paid leave, and three voluntary dismissal plans (VDP). The company has also reduced face-to-face work at its industrial plants with the aim of ensuring the health of employees and business continuity. Around 1,600 employees chose to participate in the VDPs in Brazil.

Bombardier Delivers First Global 7500 Aircraft Equipped with Dual Head-up Display

Alstom to Supply Taipei Integrated Metro Line 7 Extension

The Alstom-led consortium with Taiwanese engineering and contracting services company CTCI reached contractual close on 23 June 2020 for the Phase Two extension of Taipei Metro Line 7. The contract is valued at close to €424 million, with an Alstom share of approximately €248 million. 

Phase One, which was awarded by Systemwide E&M Project Office Department of Rapid Transit Systems of Taipei City Government (SEMPO) in 2018, has been extended to deliver a seamless customer experience on the new metro line, spanning an additional 13.3km with 13 stations as part of Phase Two. When fully completed around late 2028, the 22.8-kilometre medium-capacity metro line, also known as Wanda Zhonghe Shulin Line, will connect Taipei City to New Taipei City more seamlessly. In addition, passengers can look forward to more convenience travelling between the various districts within New Taipei City such as Chong-he, Shu-lin, Tu-chen, Xin-zhuang.  

Under the contract, Alstom will be responsible for the design, supply, manufacturing, testing and commissioning of 16 additional fully automated, four-car Metropolis trains, Urbalis 400 Communication Based Train Control (CBTC) signalling system, Supervisory Control and Data Acquisition (SCADA) system, as well as platform screen doors. The trains will be manufactured in Alstom’s Taubaté factory in Brazil, while the signalling system will be delivered by its Saint-Ouen site in France and Bangalore site in India. Alstom and CTCI will also jointly carry out project management and system integration. CTCI will provide the track work, power supply, depot equipment, Telecommunication and Ticketing systems.

In Taiwan, Alstom provides signalling systems to all but one of Taipei’s metro lines and is currently supplying a driverless signalling system for Taichung Green metro line. In 2017, Alstom won its first tramway project in Taiwan, supplying its latest Citadis tram to Kaohsiung tramway line phase two.

Alstom’s Prima Electric Locomotive Begins Indian Railways Operation

The first of the 12000-horsepower, Prima T8 electric locomotives has been put into commercial service by Indian Railways. Built by Alstom and certified by the Ministry of Railways and Commissioner of Railway Safety/RDSO, the electric locomotives – known locally by the designation WAG-12 – are the most powerful locomotives to run on Indian rails. The 2015 contract will see a total of 800 locomotives built for Indian Railways. 

Set to revolutionise freight logistics in the country, the e-locos will allow faster and safer movement of heavy freight trains, capable of hauling 6000 tonnes at a top speed of 120 km/h. Planned for deployment on Dedicated Freight Corridors (DFCs), they will increase the average speed of freight trains in India by approximately 25 km/h. Equipped with Insulated Gate Bipolar Transistors (IGBT) propulsion technology, the e-locos will also allow considerable savings in energy consumption thanks to the use of regenerative braking.

In line with the Make-in-India mandate, all the 800 Prima locomotives are being manufactured locally. Designed at Alstom’s Engineering Centre in Bengaluru, the Prima T8 WAG-12 are being built in one of India’s largest integrated greenfield manufacturing facilities at Madhepura in Bihar. Spread across 250 acres, with a production capacity of 120 locomotives per year, the Madhepura site is built to international standards of safety and quality. Two ultra-modern maintenance depots in Saharanpur and Nagpur will ensure the high service availability of the locomotives. The Saharanpur depot is already operational and the one in Nagpur is under construction. Equipped with the latest features, these depots will play a critical role in maintaining India’s most advanced freight locomotives at significantly lower costs. 

As part of the largest Foreign Direct Investment (FDI) project of Indian Railways, in 2015 the Ministry of Railways and Alstom signed a contract worth €3.5 billion (INR 25,000 crore) and created a joint venture for the project. The contract allowed for the manufacture of 800 double-section, 12000-horsepower electric locomotives for freight service and associated maintenance for a period of 11 years. The scope also included the set-up of a manufacturing plant at Madhepura (Bihar) for building the e-locos and two maintenance depots at Saharanpur (Uttar Pradesh) and Nagpur (Maharashtra). A true embodiment of India’s vision, the project will create more than 10,000 direct and indirect jobs in the country (primarily in the states of Bihar, Uttar Pradesh and Maharashtra).

American Airlines Announces $550 Million Investment in Tulsa Maintenance Base

  • Facility employs more than 5,500 team members with 600 jobs added in 2019

American Airlines announced today it will invest $550 million at its Base Maintenance facility in Tulsa (Tech Ops – Tulsa). It is American’s largest Base Maintenance facility and is an integral part of operating the carrier’s fleet of nearly 1,000 mainline aircraft safely and reliably. 

Tech Ops – Tulsa is home to more than 5,500 team members — 600 of those positions were added in 2019 — and conducts nearly half of the airline’s overall maintenance work. The new project includes construction of a new widebody-capable hangar and base support building. The investment also provides for improvements to the existing infrastructure, including roof replacements, utility and IT upgrades, and ramp repairs. This is the largest investment ever made at a maintenance location in American’s history. 

This investment underscores American’s long-term commitment to the Tech Ops – Tulsa team, State of Oklahoma and City of Tulsa by making improvements to ensure success.

“The American team in Tulsa and around the world is the best in the business when it comes to operating the safest and most reliable fleet of commercial aircraft,” said American’s Chairman and CEO Doug Parker. “Tulsa has been core to American’s operation for more than 70 years, and this investment in the base, along with the new positions we added at Tech Ops – Tulsa in 2019, will ensure our customers can continue to rely on our fleet as the safest and most reliable for decades to come.” 

The new 193,000-square-foot hangar will be able to hold two widebody aircraft — or up to six narrowbody aircraft — and will replace two existing hangars that can no longer fully accommodate the size of American’s current aircraft. This will allow team members to continue maintenance work on the more than 900 aircraft that visit the site annually while also adding to the widebody hangar capacity in American’s system. The 132,000-square-foot base support building will include offices for teams in administrative functions for aircraft overhaul, engineering and more.

“With this historic investment, American Airlines continues to display their commitment to Oklahoma. “This investment marks the largest single capital investment in our city’s history while also reflecting the long-term commitment of American Airlines to Tulsa,” Bynum said. “As a city, we are grateful that one of the largest employers in our community is a true partner with the kind of foresight that will create more opportunity in the next era of the aerospace sector.” 

The $550 million investment will take approximately seven years to complete and will involve upgrades to nearly every building. The new hangar and base support building construction is expected to begin in early 2021 and will take approximately 18 months to complete.

Lessor BBAM Orders 3 Boeing 737-800 Converted Freighters

SINGAPORE, Feb 11 (Reuters) – Boeing Co said on Tuesday that lessor BBAM had ordered three 737-800 converted freighters to serve the growing e-commerce market and express sectors of the air cargo market.

The planes to be converted will come from BBAM’s existing fleet. “This agreement shows how we can serve our customers by delivering efficient and reliable airplanes and a portfolio of services that extracts value throughout the life of those jets,” said Ihssane Mounir, Boeing’s senior vice president of Commercial Sales and Marketing.

Boeing also said it would inaugurate a 737-800 passenger to freighter conversion line in China this summer.

The new line will be at Guangzhou Aircraft Maintenance Engineering Company Ltd (GAMECO), a joint venture between China Southern Airlines Co Ltd and Hutchison Whampoa.

Air-to-Air Refueling Broadens C295 Tactical Airlifter’s Operational Versatility

The new capability for Airbus’ C295 to serve as an aerial tanker brings additional flexibility for this tactical airlifter, further increasing its already-proven versatility and opening additional mission opportunities.

Airbus Defence and Space developed a removable air-to-air refuelling (AAR) kit for the twin-engine aircraft that utilises a 100-ft.-long deployable hose with a “basket” at the end – enabling the transfer of fuel to receiver aircraft equipped with a probe. A remote vision system allows crewmembers aboard the C295 tanker to monitor refuelling operations from the cargo cabin.

Recent flights to test the kit involved an Airbus-owned C295 that refuelled a C295 from the Spanish Air Force, as well as proximity tests with the C295 and a fast fighter aircraft – a Spanish Air Force F-18.

“Customers are increasingly interested in purchasing not just an aircraft, but a versatile platform that can be used for different missions,” explained Martín Espinosa, the Airbus Defence and Space engineering technical manager responsible for the C295’s aerial refuelling test campaign. “The development of the air-to-air refuelling capabilities of the C295 forms part of this strategic vision.”

The C295’s aerial refuelling capability would be a highly valuable mission-extender for customers using C295s. These customers include the armed forces of current and future C295 operators responsible for civil and military search and rescue missions.

Additionally, it could serve as a cost-effective platform to train fighter pilots in the skills needed for air-to-air refuelling. “The C295 tanker kit could facilitate training of fighter pilots for missions involving refuelling, or even for AAR services on a lease-by-the-hour basis at a fraction of the cost of heavier aircraft,” explained Luis Díaz-Miguel, the Tactical Airlifters Marketing Manager.

Captain Gabiña, a Spanish Air Force pilot involved in the aerial refuelling tests, gave high marks to the C295 in its new role as tanker. “The degree of difficulty in flight test is always high since it involves performing manoeuvers that no one has done before. It should be noted that due to the positive behaviour of the aircraft, the operation has been good and straightforward,” he said.

€755 Million Deal to Refurbish and Maintain Avanti West Coast Pendolinos

  • Deal will see the creation of 100 jobs
  • Programme is the UK’s biggest ever train upgrade
  • Seven-year contract will see fleet maintained by the train’s manufacturer, Alstom

Britain’s most iconic train fleet is to undergo a major refurbishment that will create scores of high-skilled engineering jobs and secure hundreds more roles throughout the UK.

In a boost to the manufacturing sector, all 56 electric Pendolino trains deployed on the West Coast Mainline will be overhauled in a seven-year deal worth approximately €755 million (£642 million) signed between the route’s new operator, Avanti West Coast, and Alstom which built the fleet.[1]

As well as covering a €150 million (£127 million) upgrade programme of the Pendolinos, which is believed to be the biggest train upgrade programme ever undertaken in the UK, the deal will see Alstom maintain them until 2026 alongside a new train fleet recently ordered from Hitachi.

The first of the revolutionary tilting Pendolino trains entered service on the London to Glasgow route in January 2003. The overhaul will focus on onboard facilities, with passengers benefitting from more comfortable seating, improvements to the shop, revamped toilets, better lighting, new interiors, and the installation of at-seat chargers and improved Wi-Fi throughout.  Performance will also be improved through new maintenance programmes. 

The deal will create 100 high-skilled roles, mostly based at Alstom’s Transport and Technology Centre in Widnes, with hundreds more existing engineering jobs secured at key depots in Glasgow, Liverpool, Manchester, Oxley and Wembley.

Liverpool City Region Metro Mayor, Steve Rotheram, said: “In the Liverpool City Region, we’re trying to create a fair and inclusive economy where local people benefit from investment. The Combined Authority have provided £3.4m in funding to help Alstom open their ground breaking facility in Halton. I’m really pleased that – because of this brand new facility – local people will benefit through jobs and apprenticeships for years to come through projects like this.”

Managing Director of Avanti West Coast, Phil Whittingham, said: “The Pendolino is an iconic passenger train and we’re delighted to be giving it a new lease of life. This deal will improve the experience of passengers and ensure the fleet can continue to serve communities up and down the west coast route in the years ahead.”
