U.S. Grants Final Approval for Expanded Delta, Air France, Virgin, KLM Joint Venture

WASHINGTON (Reuters) – U.S. Transportation Secretary Elaine Chao on Thursday granted final approval for an expanded trans-Atlantic joint venture for Delta Air Lines Inc <DAL>, Air France KLM SA <AFLYY> and Virgin Atlantic.

Reuters first reported Chao’s planned tentative approval of the agreement in August. The expanded joint venture replaces two previously approved arrangements in the U.S.-United Kingdom and U.S.-Continental Europe markets and will allow for additional benefits such as more options on European flights, Chao said in a statement.

FORT WORTH, Texas, Oct. 29, 2019 /PRNewswire/ — The F-35 Joint Program Office and Lockheed Martin (NYSE: LMT) finalized a $34 billion agreement for the production and delivery of 478 F-35s at the lowest aircraft price during the history of the Program. This contract includes all U.S., International Partners and Foreign Military Sales aircraft in Lots 12, 13 and 14. 

In the agreement, the F-35 Enterprise meets and exceeds its long-stated cost reduction targets for each variant – and the F-35A unit price, including aircraft and engine, is now below $80 million in both Lot 13 and Lot 14, the F-35A unit cost represents an estimated overall 12.8 percent reduction from Lot 11 costs for the conventional landing variant, and an average of 12.7 percent savings across all three variants from Lot 11 to 14.

“Driving down cost is critical to the success of this program. I am excited that the F-35 Joint Program Office and Lockheed Martin have agreed on this landmark three-lot deal. This agreement achieves an average 12.7 percent cost reduction across all three variants and gets us below $80 million for a USAF F-35A by Lot 13 – one lot earlier than planned,” said Air Force Lt. The sub $80 million unit recurring flyaway cost for an F-35 represents an integrated acquisition price for the 5th Generation Weapon System. With embedded sensors and targeting pods, this F-35 unit price includes items that add additional procurement and sustainment costs to legacy 4th Generation aircraft.

Program Progress

With more than 450 aircraft operating from 19 bases around the globe, the F-35 is playing a critical role in today’s global security environment. More than 910 pilots and 8,350 maintainers have been trained, and the F-35 fleet has surpassed more than 220,000 cumulative flight hours. Eight nations have F-35s operating from a base on their home soil and seven Services have declared Initial Operating Capability.

United, Avianca and Copa’s South American Deal Delayed as They Mull Fourth Partner

BRASILIA, Oct 28 (Reuters) – A proposed joint venture between United Airlines, Colombia’s Avianca Holdings and Panama’s Copa Holdings has been delayed due to the potential inclusion of a fourth partner, as well as problems at Avianca, the CEOs of two of the companies said.

United Airlines said last week it wants to include Brazil’s Azul SA, in which it already has a stake, in the planned tie-up with Copa and Avianca, the latest play by a U.S. carrier for a region expected to have significant air-travel growth in coming decades.

The three airlines had said in November 2018 they would file for U.S. antitrust approval “in the near term” in order to coordinate routes between South America and the United States, a bold move to expand their market share in the region. At the time, the carriers said they aimed to implement the agreements in 2020.

But almost a year after United, Copa and Avianca announced the preliminary joint venture plan, they have yet to file any paperwork with the U.S. Department of Transportation, seeking antitrust immunity. Now, the regulatory process may begin as late as next year, they said.

Copa Chief Executive Officer Pedro Heilbron said the group expects to file in early 2020, while Avianca CEO Anko van der Werff, said it would file between late 2019 and early 2020. Both spoke to Reuters in separate interviews on Monday on the sidelines of the ALTA Airline Leaders’ Forum in Brasilia.

Both said there was a delay on the original timeline.

United did not comment on a delay but said it planned to complete the application later this year or early next year. Azul had no comment other than saying it was “always looking for opportunities with its partners.”

The potential inclusion of Azul, which may be in the early stages of negotiations, has been one reason for the timetable slipping.

“Quite frankly, really completely open and honest, we haven’t had many discussions,” van der Werff said. “I personally haven’t had even one real, serious discussion at the CEO level about when to include and what to include.”

Both executives said they want Azul to be part of the joint venture – Brazil is by far the largest aviation market in the region – but its inclusion makes negotiations more difficult.

“It almost doubles the level of complexity,” Heilbron said.

Avianca has also gone through corporate turmoil. In May, United Airlines ousted the chairman and controlling shareholder at Avianca, revamping leadership.

“We should have filed with regulators this year but everything got delayed because of what has happened at Avianca,” Heilbron added.

American Airlines Becomes the Only Carrier to Fly from the U.S. to the South Island of New Zealand

FORT WORTH, Texas — A trip to the breathtaking landscape of the majestic Southern Alps will become much shorter when American Airlines launches the only nonstop service from Los Angeles International Airport (LAX) to Christchurch, New Zealand (CHC), next October. The airline is also adding the only direct service between Dallas Fort Worth International Airport (DFW) and Auckland, New Zealand (AKL), which will increase connecting opportunities for more customers across the United States. These routes are a direct result of the recently approved joint business with Qantas, which delivers new customer benefits like enhanced codeshare opportunities and increased frequent flyer benefits for American and Qantas customers.

The gateway to the South Island

Christchurch is the largest city in the South Island of New Zealand, and as the only carrier to operate this route, American will introduce its customers to one of the world’s most unique destinations.

American will fly to CHC three times per week from October 2020 through March 2021 on a Boeing 787-8. A new way to New Zealand

American currently operates seasonal service from LAX to AKL and will add new service from DFW next year. American and Qantas recently received final approval to form a joint business, which promises significant customer benefits not possible through any other form of cooperation. The carriers have already rolled out improved frequent flyer benefits, including higher earning rates for points and status credits on each airline’s network, and have expanded codeshare routes on each other’s network. Qantas will also increase from six weekly flights between Sydney, Australia (SYD), and DFW to daily service by mid-2020. Microsoft Beats Amazon for Pentagon $10 Billion Cloud Computing Contract

WASHINGTON, Oct 25 (Reuters) – Microsoft Corp. has won the Pentagon’s $10 billion cloud computing contract, the Defense Department said on Friday, beating out favorite Amazon.com Inc.

The contracting process had long been mired in conflict of interest allegations, even drawing the attention of President Donald Trump, who has publicly taken swipes at Amazon and its founder Jeff Bezos. Trump in August said his administration was reviewing Amazon’s bid after complaints from other companies.

The Joint Enterprise Defense Infrastructure Cloud (JEDI) contract is part of a broader digital modernization of the Pentagon meant to make it more technologically agile. Specifically, a goal of JEDI is to give the military better access to data and the cloud from battlefields and other remote locations.

Oracle Corp had expressed concerns about the award process for the contract, including the role of a former Amazon employee who worked on the project at the Defense Department but recused himself, then later left the Defense Department and returned to Amazon Web Services.

In a statement, an Amazon Web Services (AWS) spokesman said the company was “surprised about this conclusion.”

The company said that a “detailed assessment purely on the comparative offerings” would “clearly lead to a different conclusion,” according to the statement.

AWS is considering options for protesting the award, a person familiar with the matter told Reuters.

Although the Pentagon boasts the world’s most potent fighting force, its information technology remains woefully inadequate, according to many officials.

Officials have complained of having outdated computer systems and being unable to access files or share information as quickly as they might be able to in the private sector.

“If I am a warfighter, I want as much data as you could possibly give me,” Lieutenant General Jack Shanahan, the director of the Joint Artificial Intelligence Center, told reporters in August describing the importance of the contract.

Some companies were concerned that a single award would give the winner an unfair advantage in follow-on work. The Pentagon has said it planned to award future cloud deals to multiple contractors.

This week, U.S. Defense Secretary Mark Esper removed himself from reviewing the deal due to his adult son’s employment with one of the original contract applicants, IBM Corp. IBM had previously bid for the contract but had already been eliminated from the competition.

Microsoft said it was working on a comment. IBM and Oracle did not immediately return requests for comment.

In a book slated for publication Oct. 29, retired Navy commander Guy Snodgrass, who served as a speech writer to former Defense Secretary Jim Mattis, said Trump called Mattis and directed him to “screw Amazon” by preventing it from bidding on the JEDI contract, according to an excerpt of the book seen by Reuters ahead of its release.

“We’re not going to do that,” Mattis later told other Pentagon officials, according to the excerpt. “This will be done by the book, both legally and ethically.”

Snodgrass declined to comment pending the release of his book.

In a statement announcing Microsoft as the winner, the Pentagon underscored its view that the competition was conducted fairly and legally.

“All (offers) were treated fairly and evaluated consistently with the solicitation’s stated evaluation criteria. Prior to the award, the department conferred with the DOD Inspector General, which informed the decision to proceed,” it said.

Microsoft shares were up 3% to $144.98 in after-hours trading after the news. Amazon shares were down 0.92% to $1,745.12.

The Pentagon said it had awarded more than $11 billion across 10 separate cloud contracts over the past two years.

“As we continue to execute the DOD Cloud Strategy, additional contracts are planned for both cloud services and complementary migration and integration solutions necessary to achieve effective cloud adoption,” the Pentagon said.

Sikorsky Showcases New Combat Rescue Helicopter

During the event, United States Air Force General James M. Holmes, Commander, Air Combat Command, Joint Base Langley-Eustis, Virginia (91) described the HH-60W helicopter as critical took for the warfighter.

Prepared for Production 

The achievement of the Milestone C production decision on Sept. 24 launched the contract award known as Low Rate Initial Production for Sikorsky to build 10 CRH helicopters.

The U.S. Air Force program of record calls for 113 helicopters to replace the HH-60G PAVE HAWK™, which perform critical combat search and rescue and personnel recovery operations for all U.S. military services.

“The Combat Rescue Helicopter is the new era in Air Force aviation and a pivotal milestone that ties to our company’s legacy of bringing people home,” said Sikorsky President Dan Schultz. “Sikorsky employees and our nationwide supply chain are ready to begin producing, delivering and supporting this all-new aircraft for the warfighter.”

The HH-60W Combat Rescue Helicopter is significantly more capable and reliable than its predecessor, the HH-60G.The aircraft hosts a new fuel system that nearly doubles the capacity of the internal tank on a UH-60M BLACK HAWK®, giving the Air Force crew extended range and more capability to rescue those injured in the battle space. The HH-60W specification drives more capable defensive systems, vulnerability reduction, hover performance, electrical capacity, avionics, cooling, weapons, cyber-security, environmental and net-centric requirements than currently held by the HH-60G.

Training Systems

On Sept. 19, four pilots and four special mission aviators from the U.S. Air Force graduated from the Sikorsky Training Academy’s S-70i Transition Course. As previously qualified HH-60G Pave Hawk crews, the students learned about the unique systems and operating capabilities of the Sikorsky S-70i. During the four-week course, they each spent seven hours using a procedural trainer, 10 hours in a full-motion flight simulator and 10 hours of flight time in the S-70i aircraft.

To ensure mission readiness, Lockheed Martin will deliver a custom-tailored training system consisting of flight simulators, procedural and maintenance trainers and accompanying courseware.

In 2020, Lockheed Martin will train 200 U.S. Air Force and maintenance aircrew students at our Sikorsky Training Academy in Stuart, Fla. utilizing training systems and three newly built HH-60W aircraft. This will provide flight and maintenance training to initial cadre and units allowing the U.S. Air Force to remain vigilant while simultaneously fielding and employing the added capabilities of the HH-60W aircraft.

Vistara Selects Airbus FHS-TSP Solution to Maintain A320 Fleet

Vistara, India’s full-service carrier and a joint venture of Tata Sons and Singapore Airlines, has signed a long-term contract to partner with Airbus for their Flight Hour Services – Tailored Support Package (FHS-TSP). The contract will cover engineering and maintenance for 62 aircraft, including 23 existing ones.

The FHS-TSP contract provides integrated and guaranteed services ranging from the supply and repair of components to the manufacturer’s unique Fleet Technical Management service. An on-site Airbus team will support the daily maintenance activities, including spares, warehousing and engineering to ensure the highest standards of aircraft technical dispatch and operations.

Under the agreement, Airbus will offer its expertise in the areas of maintenance, engineering, reliability and supply chain management. Airbus will ensure a) timely availability of spare parts b) maintenance planning c) compliance with airworthiness advisories as well as technical records on all aircraft.

Alitalia Rescuers to Ask for Another Delay

MILAN, Sept 5 (Reuters) – Companies hoping to rescue Italian carrier Alitalia will ask for a deadline for presenting their plan to be extended as they are still negotiating key aspects, two sources familiar with the matter said.

Italian railway group Ferrovie dello Stato, which is leading an effort to take control of Alitalia, is expected to ask administrators running the carrier for a “substantial” delay to the Sept. 15 deadline, one of the sources said.

It would be the sixth delay since Ferrovie expressed its interest in investing in the carrier at the end of last year.

Ferrovie, infrastructure group Atlantia and U.S. carrier Delta Air Lines have been discussing a joint plan for Alitalia for nearly two months, but they are at odds over highly-profitable North American routes, three sources familiar with the matter said.

The Italian partners in the consortium want Alitalia to have more freedom to expand its North American routes compared to what Delta is currently offering under a new cooperation agreement dubbed Blue Skies that it has set up with Air France KLM and Britain’s Virgin Atlantic.

How Alitalia would share the revenue coming from North American routes with Delta and other partners in the Blue Skies alliance is also under negotiation.

“The role of Alitalia in the Blue Skies alliance is a point of contention,” one of the sources said.

Long-haul flights to the United States and Canada account for more than one third of Alitalia’s revenue and are considered key to reviving the Italian carrier, which was put under special administration in 2017 after workers rejected the latest in a long line of rescue plans.

Administrators appointed by Italy’s government have cut costs and renegotiated plane leasing contracts to make Alitalia more efficient, but the carrier still burns cash and had been kept afloat thanks to a 900 million-euro bridging loan granted by Italy’s treasury.

Alitalia had only 410 million euro left in its coffers in July and would need fresh funds by the end of the year when it is expected to post a loss, according to another source.

Saab Brazilian Gripen E Completes its First Flight

Saab today completed a successful first flight with the first Brazilian Gripen E fighter aircraft, 39-6001. At 2.41 pm CET on August 26, the Gripen E aircraft took off on its maiden flight flown by Saab test pilot Richard Ljungberg. The aircraft operated from Saab´s airfield in Linköping, Sweden.

The duration of the flight was 65 minutes and included test points to verify basic handling and flying qualities at different altitudes and speeds. The main purpose was to verify that the aircraft behavior was according to expectations.

“This milestone is a testament to the great partnership between Sweden and Brazil. Less than five years since the contract was signed, the first Brazil Gripen has conducted her first flight,” says Håkan Buskhe, President and CEO of Saab.  

This aircraft is the first Brazilian production aircraft and will be used in the joint test program as a test aircraft. The main differences compared to the previous test aircraft are that 39-6001 has a totally new cockpit layout, with a large Wide Area Display (WAD), two small Head Down Displays (sHDD) and a new Head Up Display (HUD). Another major difference is an updated flight control system with updated control laws for Gripen E. It also includes modifications both in hardware and software.

“For me as a pilot it has been a great honour to fly the first Brazilian Gripen E aircraft as I know how much this means for the Brazilian Air Force and everyone at Saab and our Brazilian partners. The flight was smooth and the aircraft behaved just as we have seen in the rigs and simulators. This was also the first time we flew with the Wide Area Display in the cockpit, and I am happy to say that my expectations were confirmed,” says Saab test pilot Richard Ljungberg. 

39-6001 will now join the test programme for further envelope expansion as well as testing of tactical system and sensors.

39-6001 will be designated F-39 in the Brazilian Air Force and will have the tail number 4100.
