Eastern Congo Plane Crash Kills at Least 27 People

GOMA, Democratic Republic of Congo (Reuters) – At least 27 people were killed, including some on the ground, when a small plane crashed into a densely populated neighborhood in the city of Goma in eastern Democratic Republic of Congo on Sunday, a rescue official said.

The propeller plane, which was operated by local company Busy Bee, crashed shortly after take-off en route to the city of Beni, about 250 km (155 miles) to the north, officials said.

The company said the 19-seater Dornier 228-200 had 16 passengers and two crew members on board. 

There was no word yet on what might have caused the accident. 

Joseph Makundi, the coordinator of rescue services in Goma, told Reuters that 27 bodies had been recovered from the rubble, including those of several people hit by falling debris. 

“I was at a restaurant with my family when I saw the plane spinning three times in the air and emitting a lot of smoke,” said Djemo Medar, an eyewitness in Goma’s Mapendo neighborhood. “After that we saw the plane crash into this house,” he said pointing to a nearby building.

“We know the pilot. His name is Didier. He was shouting, ‘Help me, Help me.’ But we had no way to get to him because the fire was so powerful,” Medar said. 

At the crash site, residents threw water from buckets and cooking pots onto the smoldering wreckage. The rear section of the plane rested sideways, propped up by a wall, videos posted on social media showed. 

Police arrested one man for stealing cash from the rubble and fired warning shots to disperse people who had started looting, he said. 

Air accidents are relatively frequent in Congo because of lax safety standards and poor maintenance. All Congolese commercial carriers, including Busy Bee, are banned from operating in the European Union. 

A cargo plane departing from the same airport and carrying staff members of President Felix Tshisekedi crashed an hour after take-off last month, killing all eight people on board..

Atlas Air and Southern Air Prevail in Appeals Court Ruling Against Teamsters Pilot Union

PURCHASE, N.Y., Nov. 21, 2019 (GLOBE NEWSWIRE) — Atlas Air Worldwide Holdings, Inc. (AAWW) today confirmed that its subsidiaries Atlas Air, Inc. and Southern Air, Inc. have prevailed in another legal dispute with the union that represents its pilots in ongoing negotiations, the International Brotherhood of Teamsters.

The decision by the U.S. Court of Appeals for the Second Circuit affirms a March 13, 2018, decision by the Southern District Court of New York compelling the Teamsters to arbitrate whether the merger provisions in Atlas Air and Southern Air’s collective bargaining agreements apply to the bargaining process. Today’s decision, as well as two binding decisions by arbitrators rendered in favor of both Atlas Air and Southern Air this summer, have made clear that IBT must engage in the current Atlas Air and Southern Air collective bargaining agreements’ expedited and defined process for achieving a joint collective bargaining agreement.

In a separate labor-related decision rendered in July 2019, the U.S. Court of Appeals for the District of Columbia unanimously affirmed a federal district court ruling in November 2017 that ordered the union to stop an intentional and illegal work slowdown by Atlas Air pilots in violation of the Railway Labor Act. The unanimous ruling from a three-judge panel upheld the lower-court order that blocked the union from continuing to engage in improper activities such as excessive sick calls on short notice or refusing to volunteer for open time.

“With these decisions behind us, it’s time for the union to honor its obligations under the collective bargaining agreements and these binding decisions. Specifically, the union has an obligation to produce an integrated seniority list and engage in direct bargaining for a defined and limited period of time. In ongoing negotiations, the union has yet to provide us with a comprehensive economic proposal covering pay and benefits for evaluation. We remain committed to working collaboratively with union leaders to efficiently negotiate and complete the contract,” said William J. European Pilot Group Demands Action over Ryanair Sick Leave Policy

DUBLIN (Reuters) – The European Cockpit Association (ECA) pilot group has urged regulators to take action over what it described as a “safety hazard” caused by Ryanair’s <RYAAY> approach to flight crews’ sick leave, according to a letter seen by Reuters.

Europe’s largest budget carrier has spent the last two years negotiating improved pay and conditions with its pilots and cabin crew after a revolt by some staff forced it to recognize trade unions for the first time.

The ECA, which represents pilots’ associations in 33 European countries, said Ryanair adopts a practice of systematically questioning absences due to certified sickness, leading to investigative and disciplinary meetings where staff are threatened with potential dismissal.

Asked about the ECA’s concerns, a Ryanair spokeswoman said the airline operates “a standard sick pay scheme, and like all employers, manages absenteeisms”.

The airline, which has never had a fatal crash and has one of the youngest fleets in Europe, regularly cites safety as its top priority.

The ECA said it raised the issue with the European Union Aviation Safety Agency (EASA) a year ago but that Ryanair’s “problematic approach” to flight crew’s sickness has not substantially changed.

“In fact, we are concerned that the safety hazard created by this approach remains fully in place, must be considered endemic, and quite evidently is not adequately addressed by the competent national authority: the Irish Aviation Authority (IAA),” the letter dated Nov. 5 said.

A spokeswoman for the ECA confirmed it had sent such a letter to the regulator, the second in a year, and that it was concerned that the safety hazard related to Ryanair’s policy remains unaddressed.

In the letter, the ECA said it was aware that the EASA raised the matter with the IAA following the initial complaint but that the Irish regulator told one of the ECA’s member groups that it was satisfied there was not a systematic issue of crews flying while unfit due to fear of sanction at Ryanair.

The IAA did not immediately respond to a request for comment.

Citing letters sent to staff, the ECA said Ryanair or broker agencies overseeing agency workers used by the airline have gone as far as threatening to halt pilots’ career progression, due to their sickness rate.

The pilot group called on the European regulator to ensure the IAA adequately fulfils its safety oversight role by summoning Ryanair to stop the practice of intimidating letters and investigative proceedings and also carry out an independent confidential survey among Ryanair crew.

Alstom to Test its Hydrogen Fuel Cell Train in the Netherlands

First pilot project with Coradia iLint outside Germany

31 October 2019 – Alstom and the Province of Groningen, local operator Arriva, the Dutch railway infrastructure manager ProRail and the energy company Engie have signed plans for a pilot project to test the Coradia iLint, the world’s first passenger train powered by hydrogen fuel cells, for the first time in the Netherlands. The signature took place as part of the “Klimaattop”, or Climate Summit Northern Netherlands, taking place this week in Groningen.

The tests will be carried out on the track between Groningen and Leeuwarden at up to 140 km/h and will last about two weeks. The ambition is to organise the test during the first quarter of 2020. The objective is to demonstrate that hydrogen fuel cell technology is an appropriate way to achieve zero-emission rail traffic on non-electrified lines in the Netherlands where there are currently diesel trains running.

The Coradia iLint is the world’s first passenger train powered by a hydrogen fuel cell, which produces electrical power for traction. The train is quiet and emission-free, emitting only water and steam during operation. It represents a clean alternative for railway operators and regional authorities wishing to replace diesel fleets for operation on non-electrified lines and meet ambitious zero-emission objectives. 

The world’s first two hydrogen trains have already been in regular passenger service in Lower Saxony in Germany since September 2018. The local transport authority LNVG will operate 14 Coradia iLint trains on that line from 2021. Also in Germany, RMV this ordered 27 Coradia iLint – the largest fleet of hydrogen trains in the world – for operation from 2022. 

The Dutch railway network has approximatively 1,000 kilometres of non-electrified line.

ATR Launches Short Take-Off and Landing 42-600’S

Leading turboprop manufacturer’s Board of Directors approves the launch of brand new STOL version

Juan-les-Pins, 9 October 2019 – ATR, the world number one regional aircraft manufacturer, confirms it has received authorisation from its board of directors for the launch of the ATR 42-600S. With the ‘S’ representing STOL (Short Take-Off and Landing), this new version of the ATR 42-600 offers take-off and landing capabilities on runways as short as 800m with 40 passengers on board in standard flight conditions (*). This makes the ATR 42-600S the best performing aircraft in this segment.

The principal modifications for the 42-600S will concern the introduction of a larger rudder, which allows increased control of the aircraft at lower speeds. The new version will continue to use the same engine as both the ATR 42 and 72. The ATR 42-600S will, however, allow pilots to be able to select between the ATR 42 and 72 engine ratings, meaning the aircraft can use increased power for performing STOL operations, or elect to operate more efficiently with less power on longer runways. The ATR 42-600S will also be able to symmetrically deploy its spoilers to improve braking efficiency on landing. It will also come with an autobrake system which will ensure that the full braking power occurs immediately upon landing.

With this new version, ATR forecasts to expand the addressable market by 25%, targeting new routes and the 30-seater STOL segment. There is a strong interest from airlines for a new 50-seater product capable of operating in more constraint conditions. Close to 500 airports have a runway comprised between 800-1,000m and could welcome the ATR 42-600S. Norwegian Helicopter Crash Kills All Six On Board

All six people on board an Airbus H125 (AS350B3e) civilian helicopter that crashed in northern Norway on Saturday afternoon have died, the police reported on Sunday. According to reports, the helicopter was operated by the Norwegian company Helitrans. There were five passengers from Norway, all in their early twenties, plus a Swedish pilot. One survivor found at the crash site southwest of Alta later passed away at the hospital.

The crash occurred in Skoddevarre, near Alta, Finnmark. The helicopter was operating local sightseeing flights during the “Høstsprell” local music festival.
