Unraveling The Boeing 737 MAX Lion Air Crash

(Reuters) – The crash of a Boeing Co 737 MAX jet in Indonesia on Oct. 29 has raised questions on whether the manufacturer shared enough information with regulators, airlines and pilots about the systems on the latest version of its popular narrow-body plane.

The jet operated by budget carrier Lion Air crashed into the Java Sea shortly after take-off from Jakarta, killing all 189 people on board.

WHAT IS NEW ON THE 737 MAX?

The most hyped features of the 737 MAX compared with its predecessor, the 737NG, are more fuel-efficient engines.

But as a result of the larger engines, which are placed higher and further forward of the wing, the jet’s balance changed. To address that, Boeing put in place more anti-stall protections, Leeham Co analyst Bjorn Fehrm said in an online post.

An automated protection system called the Maneuvering Characteristics Augmentation System (MCAS) kicks in when the angle of attack is too high, when the plane’s nose is too elevated, threatening a stall.

WHAT IS ‘ANGLE OF ATTACK’?

On paper, it measures the angle between the air flow and the wing. But it is so fundamental to flight that historians say the only instrument on the Wright Brothers’ first aircraft was a piece of yarn designed to measure it.

If the angle of attack is too high, the airflow over the wing is disturbed, throwing the plane into an aerodynamic stall.

One of two angle of attack sensors on the Lion Air jet was faulty, according to Indonesian investigators.

The U.S. Federal Aviation Administration (FAA) last week warned airlines that erroneous inputs from those sensors could lead the jet automatically to pitch its nose down even when autopilot is turned off, making it difficult for pilots to control.

WHICH AIRLINES OPERATE THE 737 MAX?

Boeing has delivered 241 of the jets to customers since it entered service last year, according to its website.

Major operators include Southwest Airlines, American Airlines, Norwegian, Lion Air, Air Canada, China Southern, China Eastern and flydubai.

Another 4,542 have been ordered but not yet delivered.

WHAT DID AIRLINES AND PILOTS KNOW ABOUT THE SYSTEM?

Lion Air’s flight manual did not contain information about the new anti-stall system, according to investigators and an airplane flight manual seen by Reuters. U.S. pilots were also not made aware in training courses, pilot unions say.

Boeing Chief Executive Dennis Muilenburg told Fox Business Network on Tuesday that Boeing provides “all of the information that’s needed to safely fly our airplanes”.

HOW WOULD A PILOT SHUT OFF THE SYSTEM?

Pilots can stop the automated response by pressing two buttons if the system behaves unexpectedly, the FAA says.

That action is set out in a checklist used by Lion Air pilots for in-air troubleshooting, an instructor said. It is also required to be committed to memory by pilots.

Pilots on a flight from Jakarta to Bali the day before the crash experienced a similar sensor issue but managed to land safely by turning off the system, the New York Times reported.

HOW WAS THE SYSTEM APPROVED?

The FAA holds the main responsibility for certifying Boeing jets and training programs for pilots, but local regulators also issue approvals for airlines based in their countries.

An unresolved question is how Boeing measured the system’s reliability and on what basis the FAA certified it as safe.

HOW ARE PILOTS TRAINED?

An FAA document on training requirements for 737 MAX pilots transitioning from the older 737NG has no reference to the new anti-stall system.

Lion Air says it followed a training regime approved by U.S. and European regulators. The training was restricted to three hours of computer-based training and a familiarization flight.

However, Brazil’s regulator told Reuters that it had required specific training for pilots on the anti-stall system.

WHAT HAS CHANGED SINCE THE CRASH?

Boeing last week issued a bulletin to airlines reiterating existing procedures and advising them to add information on the anti-stall system to flight manuals, which was quickly followed by an FAA directive making that mandatory.

The FAA and Boeing are studying the need for software changes, as well as revisions to training and operating procedures on the 737 MAX, the regulator said.

WHEN WILL THE FIRST REPORT ON THE CRASH BE RELEASED?

A preliminary report will be released on Nov. 28 or 29, according to Indonesian investigators. However, divers have yet to locate the airline’s cockpit voice recorder, which would shed light on pilot interactions that are important for gaining a fuller picture of the circumstances of the crash.

VW Plans To Sell Electric Tesla Rival

FRANKFURT (Reuters) – Volkswagen (VOWG_p.DE) intends to sell electric cars for less than 20,000 euros (17,437.4 pounds) and protect German jobs by converting three factories to make the Tesla (TSLA.O) rival, a source familiar with the plans said.

VW and other carmakers are struggling to adapt quickly enough to stringent rules introduced after the carmaker was found to have cheated diesel emissions tests, with its chief executive Herbert Diess warning last month that Germany’s auto industry faces extinction.

Plans for VW’s electric car, known as “MEB entry” and with a production volume of 200,000 vehicles, are due to be discussed at a supervisory board meeting on Nov. 16, the source said, adding that it is also looking to roll out 100,000 of the “I.D. Aero”, a mid-sized sedan.

The Wolfsburg-based carmaker, which declined to comment on the plans, is also expected to discuss far-reaching alliances with battery cell manufacturer SK Innovation <096770.KS> and rival Ford (F.N), the source said.

VW’s strategy shift comes as cities start to ban diesel engine vehicles, forcing carmakers to think of new ways to safeguard 600,000 German industrial jobs, of which 436,000 are at car companies and their suppliers.

An electric van, the ID Buzz, is due to be built at VW’s plant in Hannover, where its T6 Van is made, the source said.

To free up production capacity for electric cars in Hannover, VW’s transporter vans could be produced at a Ford (F.N) plant in Turkey, the source added.

EXPLORATORY TALKS

VW and Ford are in “exploratory talks” to develop self-driving and electric vehicles in an alliance meant to save them billions of dollars, Reuters reported last month.

German VW factories in Emden, Zwickau and Hanover, which all build combustion-engined cars, will switch to electric ones in under the plans being considered, the source said.

Carmakers in Germany agreed on Thursday to spend up to 3,000 euros ($3,430) per vehicle to add more efficient exhaust filtering systems to cut diesel emissions, but failed to prevent bans on diesel vehicles by Cologne and Bonn.

EU lawmakers have agreed to seek a 35 percent cut in car emissions by 2030 after a U.N. report called for dramatic steps to slow global warming.

Diess said to cut average fleet emissions of carbon dioxide in Europe by 30 percent by 2030, VW needs to raise its share offully electric vehicles to 30 percent of new car sales.

The shift from combustion engines to electric cars wouldalso cost 14,000 jobs at VW by 2020 as it takes less time to build an electric car than a conventional one and because jobs will shift overseas to battery manufacturers.

In Europe there are about 126 plants making combustionengines, employing 112,000 people. The largest such plant inEurope is VW’s in Kassel.

Electric Airplane Startup Zunum Chooses Safran Engine

SEATTLE (Reuters) – Aircraft manufacturer Zunum, backed by Boeing Co, will use an engine turbine from France’s Safran SA to power an electric motor for the hybrid regional airplane it aims to bring into service in 2022, the company said on Thursday.

Zunum, based near Seattle, is among several companies seeking to reduce emissions, noise and travel costs with electric planes, underscoring growing investment in lightweight propulsion systems to bring the benefits of electric-cars to the sky.

Siemens AG, Rolls-Royce Holdings PLC, and Airbus SA joined forces last year on a hybrid electric aircraft propulsion system, while Honeywell International Inc has developed a high-capacity generator that could be used for electric flight.

Zunum, which is also funded by JetBlue Airways Corp’s investment arm, will offer its 12-seat, 700-mile aircraft – dubbed the ZA10 – to charter airlines, private companies and regional carriers globally, starting in 2022.

Zunum’s planes will be battery powered, with a jetfuel-powered turbogenerator to extend range. It chose the Safran Helicopter Engines’ Ardiden 3Z turbine over competing turbines from General Electric, Honeywell, Pratt & Whitney, and Rolls Royce.

The ZA10 will cost less than $300 million to develop, compared to the billions of dollars required to bring a traditional regional jet to market, Zunum’s Chief Executive Officer Ashish Kumar told Reuters.

Norway in June tested a two-seater electric plane, built by Pipistrel in Slovenia, and predicted a start to passenger flights by 2025 as the country moves to reach a government goal of making all domestic flights in Norway electric by 2040.

“This is the future,” Kumar said. “This class of aircraft is going to replace conventional airplanes over these (short-haul) distances.”

Siemens’ e-aircraft unit told Reuters earlier this year its system will work like a Toyota Prius: a gas-fueled engine inside the plane will spin a generator, sending electricity to small propulsion motors on the wings.

In Zunum’s plane, those motors are powered by the battery packs and the turbogenerator installed near the rear of the fuselage.

Kumar said the new aircraft will deliver operating costs of 8 cents per available seat mile or $250 per hour, which is 60-80 percent lower than comparable conventional aircraft.

Zunum’s prototype motor is due to be tested in early December, with an improved version flying on a test aircraft in summer 2019, Kumar said. Conversely, the Airbus, Siemens, Rolls-Royce system is scheduled to begin test flights in 2020.
