When it comes to offering an adequate, effective and rapid response to natural disasters there’s no room for improvisation, particularly when a number of different agencies are involved. Tim Ochsner, Chief Pilot of the Texas Department of Public Safety (DPS), explains the key to the success of the SAREX (search and rescue exercise) conducted by more than 20 different agencies since 2015, which has now established itself as the benchmark for rescue training in the US.

How did the need arise to organise rescue training on such a large scale as SAREX?

In 2011, the state of Texas had huge problems with wildfires, and the following years we had two major floods. All the agencies equipped with aerial capability for these kinds of situations were involved: the Army with their Lakotas, our local EMS agencies, the Austin Police Department with their H125 and San Antonio Police Department with an H125 as well…

We all quickly formed a team and worked together out of necessity due to the flooding. We didn’t have time to set much up – we just did it.

After those events, we thought we needed to come up with a better plan for training, establish a communication plan and standard operating procedures. We had to establish a cooperation framework that was independent to the parties we tend to work with, because at the end of the day these things can change. That’s how the SAREX exercise came about.

Mitsubishi Postpones SpaceJet Delivery Again, Books $4.5 Billion Special Loss

TOKYO (Reuters) – Japan’s Mitsubishi Heavy Industries said on Thursday it will book a 496.4 billion yen ($4.5 billion) special loss after its aircraft unit delayed the delivery of its SpaceJet regional jet for at least another year until after March 2021.

The sixth delay announced by Mitsubishi Aircraft is a fresh blow to Japan’s commercial jet ambitions and could stretch Mitsubishi Heavy Industries’ finances.

The company cited the special loss as one reason for wiping out a forecast for operating profit of 220 billion yen in the business year ending March 31.

The new postponement also means an aircraft that Mitsubishi Heavy had planned to bring to market in 2013, will have to compete against a new generation of regional jets built by Brazil’s Embraer SA <ERJ>.

Japan’s biggest airline by revenue, ANA Holdings Inc., is now to take the first delivery of the jet sometime after March 2021.

Mitsubishi Heavy, which builds products ranging from nuclear reactors and ships to rockets and industrial machinery, has traditionally relied on stronger units to support weaker businesses.

“We use cashflow and borrowing to finance our projects and going forward the SpaceJet development will require further funds,” a spokesman for Mitsubishi Heavy said. The company, he added, had no plan at the moment to raise capital for aircraft development.

Government funding would not be an option for Japan’s biggest heavy machinery maker even though the SpaceJet is backed by the government because doing so would contravene World Trade Organization (WTO) rules banning taxpayer subsidies.

A spokeswoman for Mitsubishi Aircraft declined to say how much development of the SpaceJet has cost so far.

The company on Thursday said it had appointed Takaoki Niwa, the head of its U.S. operations, as its new president, replacing Hisakazu Mizutani, who will become chairman.

Atlas Air Lands El Al As New Customer

El Al Israel Airlines is outsourcing operation of its main freighter route between Tel Aviv and Liege, Belgium, to Atlas Air Inc. under an extended charter arrangement.

Atlas, an aviation services company headquartered in Purchase, N.Y., said Tuesday it is leasing El Al a Boeing 747-400 all-cargo aircraft, operating it with its own crew and providing maintenance and insurance (ACMI) beginning this month. 

El Al, a new customer for Atlas, is experiencing strong growth in demand across its freight network, according to the announcement. The Israeli carrier sells the space on the plane and covers expenses such as ground handling, landing fees and fuel. 

No terms of the commercial cooperation were disclosed, but ACMI deals typically run for one to three years.

Bain Capital To Invest In Atlas Air’s Aircraft Leasing Unit

Investment firm Bain Capital Credit will invest an initial $360 million in a joint venture with Atlas Air Worldwide Holdings (NASDAQ: AAWW), a major provider of outsourced all-cargo aircraft operations and other aviation services, to lease freighter aircraft, the companies said Wednesday.

Under the agreement, Atlas’ leasing subsidiary Titan Aviation Holdings Inc. will contribute $40 million of equity towards the portfolio, which ultimately could have a value of $1 billion with additional commitments to acquire aircraft over the next several years. The number and type of planes to be acquired are still to be determined. Titan will identify and source aircraft, as well as provide lease-management services to the venture.  

The new company will be called Titan Aircraft Investment, Dan Loh, Atlas’ vice president of investor relations, told FreightWaves. “The parties are working expeditiously to complete and implement all elements of the joint venture,” he said.

Since its inception in 2009, Titan has grown to become the third-largest freighter lessor globally by fleet value with over 30 aircraft and a book value of over $1.5 billion.

Titan provides aircraft to airlines, which put them under their own operating certificate and then fly, maintain and insure them. Contracts are usually long term.

Airbus to Become Preferred Supplier for Qantas Sydney to London flights

SYDNEY (Reuters) – Qantas Airways Ltd <QABSY> said on Friday it has chosen Airbus SE <EADSY> as preferred supplier for jets capable of the world’s longest commercial flights from Sydney to London, beating rival Boeing Co <BA> after a hard-fought contest.

The choice of up to 12 A350-1000 planes fitted with an extra fuel tank for flights of up to 21 hours cements Airbus as the leader in ultra-long haul flying globally at a time when Boeing is battling delays on its rival 777X programme and a broader corporate crisis following two deadly 737 MAX crashes.

The Qantas flights would begin in the first half of 2023, but remain subject to reaching a pay deal with pilots, who would need to extend their duty times to around 23 hours to account for potential delays and switch between flying the A350 and the airline’s current A330 fleet. A final decision on an order is expected in March, the airline said.

Qantas Chief Executive Alan Joyce said the airline “had a lot of confidence” in the market for non-stop services from Sydney to London and to New York based on two years of flying non-stop from Perth to London, where it has achieved a 30% fare premium over one-stop rivals in premium classes.

“The A350 is a fantastic aircraft and the deal on the table with Airbus gives us the best possible combination of commercial terms, fuel efficiency, operating cost and customer experience,” he said.

Singapore Airlines Ltd <SINGY> operates the world’s current longest flight, nearly 19 hours from Singapore to New York, using an ultra-long range version of the smaller A350-900.

Airbus Chief Commercial Officer Christian Scherer thanked Qantas for its selection in a statement, while a Boeing spokesman said it was disappointed with the decision but looked forward to continuing its longstanding partnership with the airline.

Rico Merkert, a transport professor at the University of Sydney Business School, said the A350-1000 fit the Qantas brief well and was the safer choice, given Boeing has recently reported problems such as the grounding of the 737 MAX, structural cracks in 737 NGs and a fuselage split in a stress test of its 777-9.

“The A350 just seems to be a much safer bet,” he said. “And safety is at the core of everything that Qantas does including its brand.”

Airbus no longer provides list prices for aircraft, but based on its 2018 price list, the Qantas order could be worth up to $4.4 billion before heavy discounts that are standard for airline customers.

Citi on Friday estimated the planes would cost A$3 billion (1.6 billion pounds) to $3.5 billion, with the investment likely to be phased over three years.

The selection of the A350-1000 will add to growing doubts over Boeing’s plans to produce the 777-8 that it had proposed to Qantas for the mission.

Boeing had already said the entry into service for the plane, a smaller, longer-range version of the 777-9, would be delayed beyond 2022 but has declined to give a new date, saying it would be based on customer demand.

Customers Emirates and Qatar Airways have indicated they could switch orders for the 777-8 to the 777-9.

The 777-9 is due to enter service in 2021, following delays associated with its GE <GE.N> engines.

The Boeing spokesman said on Friday the manufacturer was focused on the development of the 777-9 and after that it would complete development of the 777-8, with the first delivery scheduled a few years after that.

Alstom Avelia AGV Reaches 100 Million Kilometres Milestone in Italy

Alstom’s fleet of 25 Avelia AGV very-high-speed trains operating in Italy has travelled a total of more than 100 million kilometres since entering service in April 2012, owned and operated under the service name Italo by Italo-Nuovo Trasporto Viaggiatori, the first private high-speed operator in Europe. 

Italo, with its fleet composed of Avelia AGVs and Avelia Pendolinos, covers the entire national area served by high speed line, connecting a total of 25 Italian cities and 30 railway stations with 116 daily services. 

“We are immensely proud that our trains have covered such a distance and transported so many passengers since beginning service. Add to that the Avelia Pendolino trains more recently delivered to NTV, and we have proof of the importance of high-speed rail services and Alstom’s unique ability to accompany its customers in the domain,” said Laurent Jarsalé, Vice-President of Alstom’s Mainlines Platform. 

The Avelia AGV trains themselves run at speeds of 300km/h with the highest level of safety and comfort, thanks to an articulated architecture designed for very high speeds. The eleven-car configuration results in trains that are over 200 metres in length.

Passenger experience is at the centre of the Avelia AGV design. The train offers 100 mm of additional interior body width compared to conventional non-articulated very-high-speed trains and a bright interior thanks to the largest windows on the very high speed market. Passengers experience quiet and smooth travelling conditions – a result of bogies being placed between the cars. 

The train also boasts long-term operational and financial benefits for the operator. This includes 15 to 30% less energy consumption compared to conventional non-articulated very-high-speed trains thanks to its lightweight, aerodynamic design and braking energy recovery. Maintenance costs are also up to 10% lower than non-articulated trains. The Avelia AGV is fully adaptable to operating needs: flexible configurations from 7 to 14 cars, and trainsets designed like a hollow tube that can be effortlessly fitted and refitted according to changing passenger requirements throughout the train’s 30-year lifespan.

United Orders 50 New Airbus Long-Range Jets to Replace Boeing 757’s

CHICAGO, Dec 3 (Reuters) – United Airlines Holdings Inc announced on Tuesday an order for 50 Airbus SE A321XLR jets to fly between the U.S East Coast and Europe, becoming the latest U.S. airline to ink a deal for the European planemaker’s new passenger jet.

The long-range A321XLR jets will replace United’s 53 Boeing 757-200 planes beginning in 2024, the Chicago-based planemaker said, flying to cities like Porto, Portugal and other potential new destinations.

United’s 757 planes will reach the end of their lifespan in about a decade and Boeing Co is not building any more of the large single-aisle model.

Instead, the U.S. planemaker has been considering a new twin-aisle plane, provisionally known as the NMA, but has delayed a launch decision until 2020 while it manages the ongoing global grounding of its 737 MAX jets following two fatal crashes.

United’s chief operating officer Andrew Nocella told reporters the airline has worked closely with Boeing on the potential new aircraft and is still open to orders if the planemaker decides to move forward with developing the NMA.

Meanwhile, U.S carriers including American Airlines Group Inc, JetBlue Airways Corp and Spirit Airlines Inc have agreed orders for Airbus A320neo-family jets.

Among the benefits of the A321XLR is a 30% lower fuel burn per seat compared to previous generation aircraft, United said.

United has also ordered the larger A350 widebody jets but said it is deferring delivery of those jets until they are needed in 2027.

Its A321XLR order is the second for a U.S. carrier following tariffs that the United States is imposing on European-made aircraft.

Cathay Pacific Cuts 2020 Capacity Plan as Hong Kong Unrest Continues

SYDNEY (Reuters) – Hong Kong carrier Cathay Pacific Airways Ltd <CPCAY> plans to cut passenger flight capacity by 1.4% next year, reversing an earlier plan for a boost of 3.1% because of a challenging business outlook, an internal memo reviewed by Reuters showed.

The capacity reduction follows Cathay Pacific cutting its second-half profit guidance earlier this month, the second cutback in less than a month, because of anti-government protests that began in Hong Kong in June that have discouraged travel to the city.

“Given the immediate commercial challenges and the fact that our position has deteriorated in recent weeks, we must take swift action to adjust our budget operating plan for 2020 downwards again,” Chief Executive Augustus Tang said in the memo.

“Put another way, rather than growing our airlines in 2020, for the first time in a long time, our airlines will reduce in size.”

Revenue performance continues to be disappointing and advance bookings into 2020 remain much lower than expected due to weak traffic from some of its key markets, particularly mainland China, the memo said.

A Cathay representative said the carrier had no comment.

Full-service carrier Hong Kong Airlines, backed by indebted Chinese conglomerate HNA, also said on Friday it would further reduce its capacity to mitigate the impact from the political unrest.

Several Asian airlines have also cut flights to Hong Kong, as the protests in the financial hub and an escalating China-U.S. trade war have pushed the Chinese-ruled territory into recession for the first time in a decade.

Hong Kong has enjoyed a week of relative calm since local elections on Sunday delivered an overwhelming victory to pro-democracy candidates.

But protesters stirred support for more rallies over the weekend, as police withdrew on Friday from a university campus where some of the worst clashes with security forces had occurred as part of nearly six months of unrest.

Shares in Cathay rose 0.8% on Friday, outperforming a 2% drop in the broader market.

Alstom to Construct the New Metro for the Métropole Aix-Marseille-Provence

Alstom is to carry out the renewal and automation of Marseille metro for the sum of 430 million euros financed by Métropole Aix-Marseille-Provence. As part of this contract, Alstom will develop, supply and install the operating system and equipment for the automatic operation of the network’s two lines. Alstom will also commission 38 new rubber-tyred metros (4 cars) and modernise all the audiovisual passenger information inside the stations. The new trains are scheduled to enter service in early 2024.

The trains will run in semi-automatic mode with drivers until mid-2025 on line M2 and until 2026 on line M1, before switching to full automation. 

“It is a great honour for us to contribute to modernising the mobility offer of Métropole Aix-Marseille-Provence. Our metro experts are already at work on several of our French sites to get started quickly with developments,” says Jean-Baptiste Eyméoud, Senior Vice-President France at Alstom.

 The new trains, based on Alstom’s rubber-tyred metro solutions, will incorporate the latest technological developments to increase comfort, availability, accessibility and passenger information, as well as facilitate maintenance.

Each 4-car train, 65 metres long and in “boa”[1] configuration, will be able to carry up to 500 passengers[2]. The sleekly designed trains will feature large bay windows, a highly efficient air conditioning system and modern passenger information systems, providing a pleasant on-board experience. Alstom called on Marseille designers Ora-ïto and Fabien Bourdier for the design and the sound conception of the new trains. 

Three designs were proposed to the Metropole Aix-Marseille-Provence, which chose to set up an Internet consultation to give residents the opportunity to give their opinion on the design they would like to see selected.

The new metros for Marseille are environmentally friendly and will be eco-designed, enabling them to be 96% recoverable at the end of their lifespan. They will consume 25% less energy than the metros currently in service, thanks in particular to electric braking (up to 0 km/h), LED lighting and other optimisations.

For the automation system, Alstom will provide its Urbalis 400 solution, already deployed on more than 1,500 kilometres of metro lines worldwide. The Marseille metro will benefit from a proven, continuously improved system (on-board computers equipped with the latest technology, vital computers that are over 99% available, beacon tracker, etc.).

Alstom currently equips 25% of the CBTC[3] metro automations in service (60 lines, including 28 fully automated lines).

In total, more than 400 people in France will work on this project, including more than 60 in Métropole Aix-Marseille-Provence. Jobs will also be generated at our suppliers in France, but also in the Métropole for the installation and deployment of the signalling system.

Alstom will draw on the excellent skills of six of its French sites: Aix-en-Provence for the project management, Valenciennes for the design, interior layout, assembly, tests and validation of the trains, Ornans for the engines, Le Creusot for the bogies, Villeurbanne for the on-board electronics, passenger information, predictive maintenance and signalling system equipment, and Saint-Ouen for the coordination of the artistic design, development and integration of the signalling system.

Eastern Congo Plane Crash Kills at Least 27 People

GOMA, Democratic Republic of Congo (Reuters) – At least 27 people were killed, including some on the ground, when a small plane crashed into a densely populated neighborhood in the city of Goma in eastern Democratic Republic of Congo on Sunday, a rescue official said.

The propeller plane, which was operated by local company Busy Bee, crashed shortly after take-off en route to the city of Beni, about 250 km (155 miles) to the north, officials said.

The company said the 19-seater Dornier 228-200 had 16 passengers and two crew members on board. 

There was no word yet on what might have caused the accident. 

Joseph Makundi, the coordinator of rescue services in Goma, told Reuters that 27 bodies had been recovered from the rubble, including those of several people hit by falling debris. 

“I was at a restaurant with my family when I saw the plane spinning three times in the air and emitting a lot of smoke,” said Djemo Medar, an eyewitness in Goma’s Mapendo neighborhood. “After that we saw the plane crash into this house,” he said pointing to a nearby building.

“We know the pilot. His name is Didier. He was shouting, ‘Help me, Help me.’ But we had no way to get to him because the fire was so powerful,” Medar said. 

At the crash site, residents threw water from buckets and cooking pots onto the smoldering wreckage. The rear section of the plane rested sideways, propped up by a wall, videos posted on social media showed. 

Police arrested one man for stealing cash from the rubble and fired warning shots to disperse people who had started looting, he said. 

Air accidents are relatively frequent in Congo because of lax safety standards and poor maintenance. All Congolese commercial carriers, including Busy Bee, are banned from operating in the European Union. 

A cargo plane departing from the same airport and carrying staff members of President Felix Tshisekedi crashed an hour after take-off last month, killing all eight people on board..
