The provincial government made the official announcement yesterday.\u00a0The\u00a0definitive agreement\u00a0to\u00a0invest $1 billion U.S. in the\u00a0aircraft program is in exchange for a 49.5% stake in the project.\u00a0The\u00a0investment will be made\u00a0in two separate installments. The payments of $500 million each will be made\u00a0on June 30 and September 1. The infusion into the troubled airliner program\u00a0is designated\u00a0for cash flow purposes only, according to Bombardier.<\/p>\n<p style=\"text-align: justify;\">The agreement\u00a0calls for the formation of a new Limited Partnership for the CSeries jet.\u00a0All of the\u00a0projects assets, liabilities, and obligations will be transferred to the newly formed group.\u00a0Bombardier will hold the remaining 50.5% in the partnership. The agreement calls for all of the assembly, engineering,\u00a0manufacturing, management, and R&amp;D activity to\u00a0stay in Quebec for 20 years.\u00a0The CSeries program had been unable to secure any big orders until recently.<\/p>\n<h2>Quebec invests in Bombardier, is it legal?<\/h2>\n<p style=\"text-align: justify;\">The\u00a0recent\u00a0order that may have saved the day\u00a0for Bombardier came from Delta Air Lines. The\u00a0firm order for 75 CS-100 series jets is viewed by many as a life saver for the troubled program. However, the world of\u00a0aircraft manufacturing\u00a0is a\u00a0global competition, with all companies trying to play on an even field. In such an environment, some are viewing this cash infusion as illegal.\u00a0Embraer, an\u00a0aircraft manufacturer based in Brazil,\u00a0alleges that Bombardier only won the Delta order because of this government subsidy. Bombardier beat out Embraer for the Delta contract, and has alleged that they offered the aircraft &#8220;below cost&#8221;.\u00a0Embraer\u00a0has threatened to have the Brazilian government file a complaint with the World Trade Organization.
