Boeing’s Arizona Modification Line Yields First QF-16 Full-Scale Aerial Target

A team from Boeing [NYSE: BA] and the U.S. Air Force completed the first QF-16 Full-Scale Aerial Target to undergo conversion from a modification line in Arizona. The aircraft was flown last month to Tyndall Air Force Base, Florida, where it will be used autonomously in future weapons training operations.

The 309^th Aerospace Maintenance and Regeneration Group (AMARG) located at Davis-Monthan AFB in Tucson teamed with Boeing under a public-private partnership to create a second modification line to supplement ongoing QF-16 work at Boeing’s Cecil Field site in Jacksonville, Florida.

“The delivery of this first AMARG modified QF-16 aerial target drone is a testimony of the cooperative, synergistic relationship we had hoped for when we created the private-public partnership with Boeing,” said Col. Jennifer Barnard, Commander of the 309^th AMARG. “Though the installation of the drone conversion package is a relatively new venture for us, our hope is to leverage cost efficiencies and proficiencies benefiting both partners.”

Conversion of the F-16 A/C aircraft to the unmanned QF-16 configuration requires modification of the airframe and installation of major components. The QF-16 performs both autonomous maneuvers through autopilot and controlled maneuvers through ground stations.

“The partnership between Boeing and AMARG is crucial to expediting capability to the warfighters,” said Craig DeMeester, Boeing QF-16 program manager. “It’s an example of great teamwork, and completing this first jet is just the beginning as we have more deliveries planned this year and well into next year.”

Boeing began converting retired F-16s into QF-16s in 2015. More than 120 aircraft are on contract to be modified, with over 40 percent delivered to date.

Tesla Negotiating for Possible Texas Vehicle Assembly Plant

(Reuters) – Electric carmaker Tesla Inc is negotiating possible incentives with a Texas county that could bring a new auto assembly plant to the area near Austin, the state capital, the Austin American-Statesman reported on Monday.

Travis County Commissioners Court is scheduled to discuss terms of the deal on Tuesday, the paper reported, citing people with knowledge of the situation. A vote is expected in the coming weeks.

The paper said it was unclear whether negotiations with Travis County show that Tesla has picked the Austin region as the site for the plant, which would build the company’s electric pickup truck and Model Y SUV and employ thousands of people, or if the company is also negotiating with officials in Tulsa, Oklahoma.

Tesla officials could not immediately be reached to comment. The company’s chief executive, Elon Musk, has tweeted previously about the possibility of bringing a plant to Texas. Oklahoma also has been mentioned as a possible site.

Travis County officials declined to comment, and a spokesman for the Texas governor’s office did not immediately comment.

Last month, Texas Governor Greg Abbott said he had spoken with Musk about a potential plant.

Abbott’s comments came three days after Musk had threatened to move Tesla’s headquarters and future operations to Texas or Nevada after officials in California’s Alameda County, where Tesla’s only U.S. vehicle assembly plant is located, said the plant could not yet reopen because of coronavirus lockdown measures. The plant has since reopened.

Officials with the United Auto Workers union, which represents hourly workers at General Motors Co’s assembly plant in Arlington, Texas, said they believe a Tuesday county meeting will include talks about the possible deal. The union, which has unsuccessfully tried organizing Tesla’s Fremont, California, plant, called on Texas officials to obtain assurances from Tesla about any potential jobs.

Amtrak Supplemental Funding Needed to Maintain Minimum Service Levels

Amtrak submitted a letter to Congress outlining an additional $1.475 billion in supplemental funding needed in FY 2021. This additional funding is necessary for Amtrak to operate minimum service levels across the passenger rail network and continue capital investments for the future. The funds would also support Amtrak’s 17 state partners on the National Network and nine commuter and state partners on the Northeast Corridor.

“As the severity and duration of this pandemic and its economic fallout become clearer, we are seeking supplemental federal funding for the next fiscal year,” said Amtrak President and CEO Bill Flynn in the letter.

To help offset the impact of revenue losses, Amtrak is taking significant steps to reduce its operating costs by approximately $500 million, including temporarily reducing train capacity across our system to match demand, restructuring our workforce, and controlling discretionary expenses. Yet even with these steps, Amtrak still requires additional federal investment in FY 2021.

“It is clear that Amtrak faces daunting challenges in Fiscal Year 2021, which will require us to take action to protect our rail network, our critical capital assets, and the livelihoods of our employees,” said Flynn in the letter.

With strong ridership and revenue levels in the first quarter of FY 2020, Amtrak was on track for another record-breaking year. However, Amtrak, like all other modes, has seen a dramatic decline in demand for service since the pandemic, and is expecting ridership to only return to approximately 50% in FY 2021. The $1.475 billion is in addition to Amtrak’s $2.040 billion annual grant request submitted to Congress earlier this year, and without this support, Amtrak will be unable to minimize the impacts to service and its workforce as described in the letter.

Alstom Barcelona 3D Printing Hub Joins COVID 19 Fight

Production and development of new solutions for hospitals

Alstom’s 3D printing hub in Barcelona is coordinating initiatives being implemented at a Group level to contribute to the fight against the COVID 19 global pandemic. Since last week, engineers and developers based in Santa Perpetua site (Barcelona) have been coordinating and implementing different initiatives to produce pieces, supply consumables and design new solutions.

Alstom’s hub is working in coordination with the 3Dcovid19.org network to manufacture visors for face shields and ventilators valves, that are being delivered to different hospitals.

“The aim is to help the healthcare community by manufacturing parts that meet appropriate quality and safety standards,” says Jaume Altesa, responsible for Alstom’s 3D printing hub at Santa Perpètua. “3D printing has gained prominence due to its particular usefulness for creating equipment to protect against COVID-19, as it can be used to manufacture materials currently suffering severe shortages such as face masks, mechanical respirators and even door openers, among others”, he adds.

The CAD design experts at the Santa Perpetua facilities are also innovating in new solutions and developments. They are currently working, for example, on portable personal protectors for door handles and the use of anti-bacterial materials in the masks.

Launched in 2016, Alstom 3D printing hub in Barcelona is one of the components of Smart Operations, Alstom’s ‘Industry of the Future’ programme. Its ambition is to produce 3D-printed parts quickly and at a competitive price for new trains, to meet the customers’ requests for parts, and to facilitate some manufacturing and maintenance operations. At Alstom, 3D printing is used for four applications: tools for our factories, prototypes to validate a design, moulds produced in half the time of classic production methods and series parts with around 70 references in plastic and metal.

Volvo to Temporarily Close Plants in U.S. and Sweden

FRANKFURT (Reuters) – Swedish carmaker Volvo is suspending production at its factories in Sweden, the United States and Belgium, to curb the spread of the coronavirus, it said on Friday, even as it resumes manufacturing in China where the infection rate has slowed.

Volvo’s Swedish factories in Torslanda, Skovde, Olofstrom, and its U.S. plant in South Carolina will close between March 26 and April 14, the company said. Its plant in Ghent, Belgium has already been temporarily shut down.

“Our primary concerns are the health of our employees and the future of our business,” Chief Executive Hakan Samuelsson said. “I think for the economy, we need to do something drastic, rather then trying half-hearted measures that drag on forever.”

“We are seeing the effect from this coronavirus is increasing every day. We see problems in the logistics supply side,” he told Reuters. “We have to help contributing to social distancing.”

Samuelsson said the financial impact of the shutdown would become clearer when the carmaker published first-half earnings. The company will reduce the working hours of white-collar staff during the factory closures and will take advantage of government incentives, Samuelsson said.

The financial impact on Volvo also depended on how different countries reacted to contain the virus.

“There is a big difference between countries. Some have curfews, with restaurants and schools closed. In other countries there are less drastic measures. I just think we need to synchronise that more.”

Nikki Haley Resigns from Boeing Board over Request for Government Financial Assistance

(Reuters) – Former U.N. ambassador Nikki Haley has resigned from Boeing Co’s board after opposing its bid for government financial assistance due to the crisis caused by the coronavirus outbreak.

“I cannot support a move to lean on the federal government for a stimulus or bailout that prioritizes our company over others and relies on taxpayers to guarantee our financial position,” Haley said in a letter to the company’s management released by Boeing on Thursday.

“I have long held strong convictions that this is not the role of government.”

Haley, a former South Carolina governor, has often been mentioned as a future presidential candidate. “The board and executive team are going in a direction I cannot support,” she wrote.

When asked to respond to Haley’s concerns, Boeing said only the company appreciated her service on the board and wished her well.

Boeing this week said it was seeking on behalf of itself and the aviation manufacturing industry at least $60 billion in government loan guarantees and other assistance. The sector faces huge losses from the coronavirus pandemic as airlines halt flights and some delay orders.

A Senate Republican proposal introduced Thursday would allow aviation manufacturing firms like Boeing to seek collateralized loans and loan guarantees from a $150 billion fund but not provide any cash. The final decision on eligibility would be up to the U.S. Treasury.

“We are not bailing out the airlines or other industries – period,” said Senator Richard Shelby, a Republican who chairs the Appropriations Committee.

To ensure the government is compensated for risks in making loans, the U.S. Treasury could seek equity, warrants stock or other instruments to ensure the government participates in any gains.

Haley’s resignation letter was dated Monday, the same day Boeing confirmed it was in talks to seek short-term assistance from the U.S. government.

Boeing has racked up nearly $19 billion in costs tied to its 737 MAX aircraft, which has been grounded for the past year after two fatal crashes in five months. The company has been working to win approval for the plane to return to service.

Qantas Shares Near $2 After Morning Drama

Qantas Group shares came perilously close to dropping below $2 on the day the airline announced it was suspending two-thirds of its staff.

Shares plummeted from $2.53 on Wednesday to a low of $2.03 before making a partial recovery to close out the day on $2.14. In December, stocks in Qantas were selling for $7.46.

Virgin Australia had a difficult day itself, with shares closing down 12 per cent to just $0.059.

Earlier in the day, Qantas Group dramatically said it was cancelling all international flights from late March and “standing down” 20,000 employees.

Norwegian to Cancel Approximately 3000 Flights and Implement Temporary Layoffs Due to COVID-19

Due to the COVID-19 situation, Norwegian is preparing to cancel approximately 3000 flights between mid-March and mid-June. This represents approximately 15 percent of the total capacity for this period. The company has also put several other measures in place, including temporary layoffs of a significant share of its workforce.

The past week, Norwegian has experienced reduced demand on future bookings. The company will cancel about 3000 flights to meet the change in demand. The cancellations represent approximately 15 percent of the total capacity for the period mid-March to mid-June. It will affect the entire network and more details will be shared as soon as they are ready to be implemented. Affected customers will receive information about these changes as soon as they take place.

“This is a critical time for the aviation industry, including us at Norwegian. We encourage the authorities to immediately implement measures to imminently reduce the financial burden on the airlines in order to protect crucial infrastructure and jobs,” said CEO Jacob Schram of Norwegian.

“Unfortunately, cancellations will affect a significant share of our colleagues at Norwegian. We have initiated formal consultations with our unions regarding temporary layoffs for flying crew members as well as employees on the ground and in the offices. We will continue to engage in constructive dialogue with unions and employees to work through this difficult situation together,” said Schram.

Norwegian will continue to share updates with its customers, the financial market and the media once new measures are implemented.
